The Regional Medical Research Centre (ICMR), Bhubaneswar is a permanent research centre of Indian Council of Medical Research. The foundation stone of the centre was laid by the then prime minister of India Late Mrs. Indira Gandhi on 29th March 1981.Initially the Center started in a small rental accommodation in 1982 and shifted to the Centre’s own building in year 1990 after completion.

Institute of Life Sciences (ILS) was established in the year 1989 as an autonomous institute under the administrative control of Govt. of Odisha. In 2002, it was taken over by the Department of Biotechnology, Govt. of India. The ECHS Central Organisation is located at Delhi and functions under the Chief of Staff Committee (COSC) through AG and DGDC&W in Army HQ. The Central organisation is headed by Managing Director, ECHS, a serving Major General. There are 28 Regional Centres ECHS and 426 ECHS Polyclinics. ECHS is also an attached office of Dept of Ex-Servivemen Welfare (DoESW), Ministry of Defence (MoD) as are Directorate General Resettlement(DGR) and Kendriya Sainik Board (KSB).

The Odisha Staff Selection Commission (OSSC) was set up by Govt. of Odisha as a statutory body in the year 1994 for carrying out direct recruitment against Group-C posts in the State cadre (as against District cadre) as may be scheduled in the OSSC Rules, 1993.
