The dream of HP government finally came true in 1983 when the foundation stone of this National lab was laid as CSIR Complex Palampur by Prof. Nurul Hasan, former Vice President of CSIR, with then Chief Minister of HP chairing the function.

ACTREC has the mandate to function as a national centre for treatment, research and education in cancer. TMC is an autonomous grant-in-aid institution of the Department of Atomic Energy (DAE), Government of India. It is registered under the Societies Registration Act (1860) and the Bombay Public Trust Act (1950). Its Governing Council is headed by the Chairman, Atomic Energy Commission, Government of India.

    The journey of Indian Agricultural Research Institute (IARI), popularly known as Pusa Institute, began in 1905 at Pusa (Bihar) with the generous grant of 30,000 pounds from an American philanthropist, Mr. Henry Phipps. The institute was then known as Agricultural Research Institute (ARI) which functioned with five departments, namely Agriculture, Cattle Breeding, Chemistry, Economic Botany and Mycology. Bacteriology unit was added in 1907.  The name of ARI was changed to Imperial Institute of Agricultural Research in 1911 and, in 1919 it was renamed as Imperial Agricultural Research Institute. Following a devastating earth quake on 15th January 1934, the institute was shifted to Delhi on 29th July 1936. Post independence, the institute has been renamed as Indian Agricultural Research Institute (IARI).

    The Indian Council of Medical Research (ICMR), New Delhi, the apex body in India for the formulation, coordination and promotion of biomedical research, is one of the oldest medical research bodies in the world.  As early as in 1911, the Government of India set up the Indian Research Fund Association (IRFA) with the specific objective of sponsoring and coordinating medical research in the country. After independence, several important changes were made in the organisation and the activities of the IRFA. It was redesignated in 1949 as the Indian Council of Medical Research (ICMR) with considerably expanded scope of functions. The ICMR is funded by the Government of India through the Department of Health Research, Ministry of Health & Family Welfare.

In 1952 the Indian Cancer Research Centre was established as a pioneer research institute for basic research - later called the Cancer Research Institute (CRI). In 1957 the Ministry of Health took over the Tata Memorial Hospital. The transfer of the administrative control of the Tata Memorial Centre (Tata Memorial Hospital & Cancer Research Institute) to the Department of Atomic Energy in 1962 was the next major milestone.
