ICMR- Regional Medical Research Centre, NE, Dibrugarh is one of the 26 permanent institutes of Indian Council of Medical Research. The Centre was established on 12th day of July in the year 1982. It covers the most remote and less developed eight states of the north-eastern region of India and is responsible for carrying out Biomedical Research in the region and runs with intramural grant from ICMR and extramural adhoc projects from different funding agencies.

Retired Armed Forces personnel till 2002 could avail medical facilities only for specific high cost surgery/treatment for a limited number of diseases covered under the Army Group Insurance(Medical Branch Scheme) (AGI(MBS)) and Armed Forces Group Insurance Scheme(Management Information System) (AFGIS (MIS)) schemes. These medicare schemes could provide some relief to the ESM, but it was not a comprehensive scheme as compared to and available for other Central Government Employees.

For the last six decades Central Government Health Scheme is providing comprehensive medical care to the Central Government employees and pensioners enrolled under the scheme. In fact CGHS caters to the healthcare needs of eligible beneficiaries covering all four pillars of democratic set up in India namely Legislature, Judiciary, Executive and Press.

Indian Pharmacopoeia Commission (IPC) is an Autonomous Institution of the Ministry of Health and Family Welfare, Govt. of India. IPC is created to set standards of drugs in the country. Its basic function is to update regularly the standards of drugs commonly required for treatment of diseases prevailing in this region. It publishes official documents for improving Quality of Medicines by way of adding new and updating existing monographs in the form of Indian Pharmacopoeia (IP).

CSIR - North East Institute of Science & Technology, Jorhat, a constituent establishment of CSIR, is a multidisciplinary institute having research areas like Chemical Sciences, Biological Sciences, Materials Sciences, Engineering Sciences, Geological Sciences, Advanced Computation and Data Sciences etc. The institute is equipped with sophisticated state-of-art analytical and other equipment to carry out research activities in frontier areas of science & technology.

Assam University came into existence in 1994 after enactment of the Assam (Central) University Act 1989. Through its pursuit, Assam University is in the process of making itself an institute of excellence.  Assam University main campus is situated at Dargakona, about 20 kms away from Silchar. Indian Institute of Technology Guwahati, the sixth member of the IIT fraternity, was established in 1994. The academic programme of IIT Guwahati commenced in 1995. At present the Institute has eleven departments and five inter-disciplinary academic centres covering all the major engineering, science and humanities disciplines, offering BTech, BDes, MA, MDes, MTech, MSc and PhD programmes.
