The Origin of the Public Service Commission in India is found in the First Dispatch of the Government of India on Indian Constitutional Reforms on March 5, 1919 which referred to the need for setting up some permanent office charged with the regulation of service matters. This concept of a body intended to be charged primarily with the regulation of service matters, found a somewhat more practical shape in the Government of India Act, 1919. Section 96C of the Act provided for the establishment in India of a Public Service Commission which should discharge.

Online applications are invited from the candidates through the proforma Application Form to be made available on website (opsc.qov.in). The link for online application and submission shall be available from 15.09.2022 to 14.10.2022 (Note:- 14.10.2022 is the last date for submission of registered online application) for recruitment of 47 posts of Drugs Inspector (Group-B) of the Odisha Drugs Control Service (Drugs Control Administration) under Health & Family welfare Department in the scale of pay- Cell-I of Level-10 (i.e 44,900-1,42,400) of Pay Matrix under ORSP Rules, 2017 with Dearness and other allowance as admissible by the Government from time to time. The recruitment will be conducted in accordance with the provisions of the Odisha Drugs Control Service [ Drugs Control Administration] (Methods of Recruitment and Conditions of Service) Rules, 2020.

Out of 47 posts, 02(two) posts are reserved for PwD candidates (i.e. Category-I (Blindness & Low vision) - 01, Category-ll (Deaf & Hard of Hearing) - 01) whose permanent disability is 40% and more as per SSEPD Department Resolution No. 1843/SSEPD, Dt- 25.02.2021, 01 (one) post for Sports Person category & 02 (two) posts for Ex-Servicemen category. Candidates belonging to PwD category, Sports person category and Ex-Servicemen category shall be adjusted against the categories to which they belong.
(a) In case of non-availability of eligible/suitable women candidate(s) belonging to the respective category, the unfilled vacancies of that category shall be filled up by eligible & suitable male candidate(s) of the same category.
(b) The exchange of reservation between SC & ST will not be considered.
(c) The number of vacancies to be filled up on the basis of this recruitment is subject to change by the Government without notice, depending upon the exigencies of public service at the discretion of the State Government.
ELIGIBILITY :
(i) Citizenship
A candidate must be citizen of India.
(ii) Age
A candidate must have attained the age of 21 years and must not be above the age of 38 years by the 1st day of January, 2022 i.e. he/she must not have been born earlier than 2nd January, 1984 and not later than 1st January,2001.
The upper age limit is relaxable by 05(five) years for candidates belonging to S.C/S.T./S.E.B.C./Women/Ex-Servicemen and by 10(ten) years for PwDs whose permanent disability is 40% and more.
Persons with Disabilities belonging to SC/ST/SEBC category are eligible for cumulative age relaxation of 15(fifteen) years i.e 10 years under PwD category and 05 years under SC/ST/ SEBC category.
SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
Date of birth entered in the High School Certificate or equivalent Certificate issued by the concerned Board/Council will be accepted by the Commission.
NOTE: - Candidates should also note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an examination, no change will be allowed subsequently on any grounds whatsoever. If, on verification at any subsequent stage, any variation is found in their date of birth from the one entered in their High School Certificate or equivalent certificate, the candidature of the candidate concerned, will be rejected and she/he may be debarred from present and future recruitments.
EDUCATIONAL QUALIFICATION :
A candidate must possess a degree in Pharmacy or Pharmaceutical Science or Doctor of Phamacy (Pharm.D) or Doctor of Medicine with specialization in Clinical Pharmacology or Microbiology from a recognized university established in India by Law.
Additional weightage shall be given to candidates having higher qualification and experience as enumerated below:-
(a) Candidates possessing higher qualification will be given total 04(four) marks as weightage and such weightage will be limited to only one higher qualification. For this purpose, higher qualification will mean:
i) Post Graduate Degree in Pharmacy/ Pharmaceutical Sciences (M. Pharm) or
ii) Post Graduate Degree in Medicine (M.D) with specialization in Clinical
Pharmacology or Microbiology or
iii) Doctor of Philosophy (Ph.D) in Pharm D.
(b) Weightage of 02 (two) extra marks shall be given to the candidates for each completed year of work experience in manufacturing/ Quality Control/ Quality Assurance in any Allopathic drug/ Homoeopathic drug/ Cosmetic or Medical Devices manufacturing unit or Government Drug Testing Laboratory or any Drug/Cosmetic/Medical Devices Testing Laboratory Licensed under the Drugs & Cosmetics Act and Rules there under.
(c) To be eligible to this weightage, the candidate must submit the experience certificate from the Central or State Licensing Authority or any person authorized by him to issue Licenses or from the head of the organization where he was working in the manufacturing or quality control/ assurance division.
(d) Weightage due to work experience will be for a maximum period of three years (i.e maximum 06(six) marks).
(e) All certificates or testimonials or working experience certificates submitted by the candidates shall be verified by the Drugs Controller at the time of joining into service.
(f) At a later stage, if any of these certificates or testimonials or working experience certificates is found to be false or fabricated, the appointment shall be terminated by the Government without any reason and the candidate shall have no rights to claim such job.
(g) No person who has financial interest in the import or manufacture or sale of drugs and cosmetics shall be appointed as Drugs Inspector.
OTHER ELIGIBILITY CONDITIONS :
(i) A candidate must be able to read, write and speak Odia and
(a) have passed middle school examination with Odia as language subject; or
(b) have passed Matriculation or equivalent examination with Odia as medium of examination in non-language subject; or
(c) have passed in Odia as language subject in the final examination of Class-VII from a school or educational institution recognized by the Government of Odisha or the Central Government; or
(d) have passed a test in Odia in Middle English School standard conducted by the School and Mass Education Department.
(ii) A candidate, who has more than one spouse living or in case of a woman candidate, if married to a person having one spouse living, shall not be eligible for appearing at the examination, unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;
(iii) Government Servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualifications and are within the prescribed age limit, failing which their candidature summarily be rejected. All candidates are required to obtain an NOC (No Objection Certificate) from their competent authority (Head of Office) and attach it with the online application form at the time of submission of documents.
(iv) If a candidate has, at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any Examination/Interview, he/she will not be eligible for such recruitment for that specified period/chance(s).
(v) Only those candidates, who possess the requisite qualification and fulfill other eligibility conditions by the closing date of submission of online applications, will be considered eligible.
(vi) Every person appointed to the service shall be on probation for a period of 02 (two) years with effect from the date of joining in the post.
(vii) The candidate must have good moral character. Also a candidate must be of good mental condition and bodily healthy and free from any physical defect likely to interfere with the discharge of his/her duties as an officer of the Service/Post. A candidate, who, after such medical examination, as the Government may prescribe, is not found to satisfy these requirements, will not be appointed.
(viii) A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Gazette in support of his/her change of name.
METHOD OF SELECTION
The selection of candidates for recruitment to the post shall be made on the basis of
(i) Written Examination- 200 marks (Objective Type- MCQ Pattern)
(ii) Personality Test- 20 marks The standard and subjects of examination for recruitment to the post of Drugs Inspector shall be as follows:-
(a) The written examination shall be in the standard of Bachelor of Pharmacy/ Pharmaceutical Sciences or Doctor or Pharmacy ( Pharm. D)
(b) The written examination shall consist of 200 marks and shall comprise of multiple choice questions only. Each question shall carry 01 (one) mark and 0.25 marks shall be deducted for each wrong answer in the written examination. The duration of written examination shall be of 03 hours.
(c) The subject of examination shall comprise of :-

Pharmaceutical Chemistry and Medicinal Chemistry
Pharmacology
Pharmaceutics
Pharmacognosy & Phytochemistry
Pharmaceutical Analysis
Pharmaceutical Biochemistry & Pharmaceutical Microbiology
Human Anatomy & Physiology
Hospital Pharmacy, Clinical Pharmacy and Forensic Pharmacy
(d) The syllabus for the written examination will be as per syllabus approved by Pharmacy Council of India for Bachelor of Pharmacy or Pharmaceutical Sciences or Doctor of Pharmacy (Pharm. D) course from time to time.
(e) The candidates, who secure such minimum qualifying marks in the written test, as may be fixed by the Commission, shall be called to appear at the interview for a personality test and personality test shall carry 20 marks:-
Provided that the number of such candidates to be called for the personality test belonging to each category, shall not exceed twice the total number of vacancies likely to be filled up in different services.
HOW TO APPLY
(a) Candidate must go through the details of this Advertisement available in the Website of OPSC before filling up online application form.
(b) Candidates must apply online through the Website of the OPSC http://opsc.qov.in. Applications received through any other mode would not be accepted and summarily be rejected.
(c) The Online application form is automated and system driven and will guide the candidate seamlessly in filling the application. The requisite options shall be enabled and information shall be asked as per data furnished by the candidate. Before filling up the information, ensure that accurate information is fed, for edit option is limited & on conformation there is no scope for further edit even wrongful entry has been made while filling up application. No further representation from the candidate shall be entertained on that score.
(d) Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of their full signature and scanned image of Left Hand Thumb Impression (LTI) in the online Application Form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable/ visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.
(e) Candidates should keep at least two copies of latest passport size photograph which is uploaded in the online application form for future use.
(f) On successful submission of the online application form, a Unique “Permanent Public Service Account Number (PPSAN)” will be assigned to the applicant. Candidates are required to take a print out of the finally submitted online Registration/ Re-registration and finally submitted online application forms and put his/her signature under the declaration for submission to OP SC along with copies of reguisite certificate & documents as and when asked.
(g) The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.
(h) Admission Certificate to the eligible candidates of Drugs Inspector Written Examination will be uploaded in the Website of OPSC prior to the date of Written Examination. The date & programme of Written Examination or interview will be published in the OPSC Website & in the Newspapers. The candidates are required to download their Admission Certificate/Instructions to Candidate from Website. No separate correspondence will be made for this purpose.
(i) Any complaint on the conduct of examination must be sent to the Grievance wing of the Commission by E-mail (opsc@nic.in) within 03(three) days of completion of the examination.
