Applications are invited in the enclosed proforma for the post of Director, Pharmacopoeia Commission for Indian Medicine and Homoeopathy (PCIM&H), Ghaziabad (General Central Service, Group ‘A’, Gazetted Non-Ministerial) in Pay Matrix Rs. 1,44,200-2,18,200/-, Level -14 for Pharmacopoeia Commission for Indian Medicine and Homoeopathy (PCIM&H), Ghaziabad by deputation including short term contract.

Eligibility
For Deputation (Including Short Term Contract):
Officers under the Central Government or State Governments or Union Territories Administrations or Statutory Bodies or Public Sector Undertakings or Autonomous Bodies or Universities or Recognized Research Institutions:
(a) (i) Holding analogous posts on regular basis in the parent cadre or Department; Or
(ii) With two years’ regular service in posts in the Pay Level-13A (Rs. 1311 DO- 216600) in the Pay Matrix in the parent cadre or Department; Or
(iii) With Three years’ regular service in posts in the Pay Level-13 (Rs. 123100- 215900) in the Pay Matrix in the parent cadre or Department; And
(b) Possessing the educational qualifications and experience as below:
Essential.
(A) (i) Master’s degree in Chemistry or Organic Chemistry or Inorganic Chemistry or Pharmaceutical Chemistry or Botany or Pharmacognosy from a recognized University or Institution; or
(ii) Doctorate degree in relevant subject; And
(iii) Published Pharmacopoeial work or Research work in peer reviewed journals or Chapters in books or Record of patent granted or filed; And
(iv) 20 years’ experience (after Master’s degree) pertaining to (a) Pharmacopoeial work or (b) Quality Control and Standardization or (c) Drug testing or (d) Research in Drugs of Indian Systems of Medicine and/or Homoeopathy or medicinal plants;
Or
(B) (i) M.D. (Ayurveda) in Rasashastra and Bhaishajya Kalpana or Rasashastra or Bhaishajya Kalpana or Dravyaguna or M.D. (Siddha) or M.D. (Unani) or M.D. (Homoeopathy) from a recognized University or Institution; And
(ii) Enrolment in National Medical Register for Indian System of Medicine maintained by the Board of Ethics and Registration for Indian System of Medicine under Section 32 of NCISM Act, 2020 (14 of 2020) or a State Medical Council of Indian System of Medicine constituted under any law for the time being in force in any State or Union Territory for regulating the practice and registration of practitioners of Indian System of Medicine in that State or Union Territory; or
Enrolment in National Medical Register for Homoeopathy maintained by the Board of Ethics and Registration for Homoeopathy under Section 32 of NCH Act, 2020 (15 of 2020) or State Medical Council of Homoeopathy constituted under any law for the time being in force in any State or Union Territory for regulating the practice and registration of practitioners of Homoeopathy;
And
(iii) Published Pharmacopoeial work or Research work in peer reviewed journals or Chapters in books or Record of patent granted or filed;
And
(iv) 20 years’ experience pertaining to (a) Pharmacopoeial work or (b) Quality Control and Standardization or (c) Drug testing or (d) Research in Drugs of Indian Systems of Medicine and/or Homoeopathy or medicinal plants.
Desirable :
(i) Experience in Administration and finance as Head of any Department or Recognized Scientific Institution or Laboratory or GMP compliant Indian Systems of Medicine and/or Homoeopathy drug industry;
(ii) Co-ordination of activities of different sections of a Pharmacopoeial or Ayurveda or Siddha or Unani or Homoeopathy Quality Control laboratory; or
(iii) Experience of guiding or directing research in the field of specialization.
Note 1 : The period of deputation including the period of deputation in another ex¬cadre post held immediately preceding this appointment in the same or some other organisation or department of the Government of India shall ordinarily not exceed five years.
Note 2 :- The Maximum age limit for appointment by deputation shall be Not exceeding 58 years as on the closing date of receipt of applications
Duties and Responsibilities
1. The ‘Director’ shall be overall responsible for the proper administration and financial matters.
2. The ‘Director’ shall be the Chief Scientific and Executive Officer for the maintenance of discipline therein.
3. Director’ shall be the ‘Head of the Department' and exercise all such powers as prescribed by ‘General Finance Rules’ and Central Secretariat Manual of Office Procedure and also extant Govt, of India guidelines as amended from time to time.
4. The ‘Director’ shall be vested with such executive and administrative powers and perform such other duties as may be necessary or incidental to the purpose subject to the delegated or assigned by ‘Ministry’ time to time.
5. The ‘Director’ shall be the custodian of the records and such property as the ‘Central Government’ may commit to his or her charge.
6. The process of selection of members for ‘Committees’ shall be initiated by the ‘Director’ who shall pay regard to
A. Balance among members in public service, in academic and research activity and in industry,
B. Representation from different parts of the country.
7. The ‘Director’ shall act as ‘Ex-officie member’/Member Secretary to the position(s) as per these Rules, and/or nominated/notified by ‘Central Government’.

Application must be forwarded along with (i) Attested copies (on each page) of ACRs for the last five years (ii) Cadre Clearance (CC), Integrity Certificate (1C), Vigilance Clearance (VC) and details of Major/Minor penalty (MMP) imposed during last ten years and details of Court Cases, if any, in original, duly signed & stamped by “competent Authority through proper channel so as to reach the undersigned within 45 days from the date of publication of this circular in the ‘Employment News’. While forwarding the application, it may be ensured that the particulars of the candidates are verified and that they fulfil the eligibility conditions and the required documents are enclosed with the applications.
