Job for Senior Scientific Officer, Scientific Assistant under Public Service Commission

The evolution of the Public Service Commission in India can be traced back to the persistent demands raised by the educated Indians for admission into the Indian Civil Service. The Montagu-Chelmsford report incorporated a provision regarding this demand of the Indian Youth and ultimately the Govt. of India Act, 1919 saved the path for the formation of the Public Service Commissions Section 96C of the Govt. of India Act, 1919 provided for the establishment of a Public Service Commission in India to regulate the recruitment and control the public services in India and perform such functions as may be assigned thereto by Rules made by the Secretary of State in Council.

SENIOR SCIENTIFIC OFFICER IN NARCOTICS DIVISION OF FORENSIC SCIENCE LABORATORY,W.B
Service/ Cadre : West Bengal General Service
Department : Home and Hill Affairs Department, Govt. of West Bengal Directorate
Pay : Pay Level-16[Rs.56,100/--Rs.1,44,300/- As Per Wbs(Ropa) Rules,2019]
No of posts : 2(Two) ,(Unreserved – 1 & Scheduled Caste -1)
Qualifications : A. Essential: i) A Second Class Master’s Degree In Chemistry From A Recognized University Or Equivalent, and
ii) Five Years’ Experience Of Analytical Methods And Research.
Or i) A Degree In Science Having Chemistry As One of The Subjects from a Recognized University or Equivalent, and
ii) Seven Years’ Experience of Work In Forensic Chemistry.
B. Desirable : Experience of Work In A Recognized Forensic Science Laboratory.
Age : Not More Than 36 Years As On 01.01.2022 Relaxable For Candidates Otherwise Well-Qualified and Experienced.


SCIENTIFIC ASSISTANT IN NARCOTICS DIVISION OF FORENSIC SCIENCE LABORATORY, W.B
Service/ Cadre : West Bengal General Service

Pay : Pay Level-9[Rs.28,900/--Rs.74,500/- As Per Wbs(Ropa) Rules,2019]
No of posts : 4 (FOUR), (UNRESERVED – 2, SCHEDULED CASTE -1 & SCHEDULED TRIBE – 1)
Qualifications : A. Essential : i) A Degree in Science having Chemistry as one of the subjects from a recognized University or equivalent, and
ii) Two years’ experience in laboratory work. B. Desirable: Experience of work in a recognized Forensic Science Laboratory.
Age : Not more than 39 years as on 01.01.2022, relaxable for candidates otherwise well-qualified and experienced.

LABORATORY ASSISTANT IN NARCOTICS DIVISION OF FORENSIC SCIENCE LABORATORY, W.B
Service/ Cadre : West Bengal General Service
Department : Home and Hill Affairs Department, Govt. of West Bengal Directorate
Pay : PAY LEVEL-6[Rs.22,700/--Rs.58,500/- AS PER WBS(ROPA) RULES,2019
No of posts : 4 (FOUR), (UNRESERVED – 2, SCHEDULED CASTE -1 & SCHEDULED TRIBE – 1)
Qualifications : A Degree in Science of a recognized University. Or A Pass certificate in Higher Secondary Examination with Science subjects having one year’s experience in analytical work in a Scientific Laboratory
Age : Not more than 40 years as on 01.01.2022, relaxable for candidates otherwise well-qualified and experienced.


FEE (SENIOR SCIENTIFIC OFFICER) : Rs. 210/- (Rupees two hundred ten) only Candidates may in addition have to bear the following charges:
For online payment through debit/credit cards : Convenience fee @ 1% of the examination fee subject to a minimum of Rs. 5/- (Rupees Five) only plus 18% G.S.T. on such convenience fee.
For online payment using net banking facility : Convenience fee of Rs. 5/- (Rupees Five) only plus 18% G.S.T. on such convenience fee.
For offline payment through Bank Counter: Service Charge of Rs. 20/- (Rupees Twenty) only
S.C./S.T. candidates of West Bengal and Persons with disabilities (P.W.D.) having physical disability of 40% and above are not required to pay any fee. BC candidates of West Bengal/other States are, however, required to pay usual fee as aforesaid. NO EXEMPTION OF FEE IS AVAILABLE TO S.C./S.T. CANDIDATES OF OTHER STATES. No claim for refund of the fee will be entertained nor will it be held in reserve for any other examination.

INFORMATION
1. Candidates who wish to apply for more than 1(one) category of posts should submit separate Application along with requisite fees for each.
2. SUBMISSION OF MORE THAN ONE APPLICATION FOR ONE PARTICULAR POST IS STRICTLY FORBIDDEN. THE CANDIDATURE OF A CANDIDATE WHO SUBMITS MORE THAN ONE APPLICATION FOR ADMISSION TO THE SELECTION PROCEDURE, WILL BE CANCELLED EVEN IF HE/SHE IS ADMITTED TO THE SAME.
3. The qualifications prescribed in the advertisement are as per the notified recruitment rules issued by the Government and the advertisement is published in terms of the request made by the Department pursuant to Department letter no.2728-PL/HHA-11099/23/2022 dated 26.09.2022 in compliance with the directive issued by the Honourable Division Bench of High Court of Calcutta in the Order passed in C.R.M.(NDPS)698 of 2022 on 21.09.2022.
4. All the degrees/diplomas/certificates mentioned in the advertisement must have been obtained from Universities/Institutions, duly recognized by competent authority.
5. The prescribed ‘essential qualifications’ are the bare minimum and mere possession of the same does not entitle applicants to be called in for the interview. Where the number of applications received in response to the advertisement is large and it is not conveniently possible for the Commission to interview all the applicants, the Commission may restrict the number of candidates to be called for interview to a reasonable limit on the basis of either higher qualifications/ higher marks/grade obtained in the essential qualifications or experience in relevant field higher than the minimum prescribed in the advertisement or on the basis of a Screening Test.
Note:I :- Commission has fixed the following category wise qualifying marks in Interview and candidates unable to secure such qualifying marks would not be considered for the post, irrespective of their academic qualification and/ or marks obtained in Screening Test.
1. UR : 40%
2. SC : 35%
3. ST : 30%
Note:II :- Marks obtained in Screening Test will not be considered for preparation of Merit List for recommendation. Marks obtained in the Screening Test will only be considered for selection of candidates for interview for the purpose of restricting the number of candidates to be called for interview to a reasonable limit.

6. In cases where no Division/Class is awarded and only grading is done, exact percentage of marks and conversion formula adopted are to be mentioned with documentary evidence, if required.
7. Where experience of a number of years is prescribed as an item of qualification this would mean only experience/research experience gained in full time employment/research in the relevant field within the closing date of receipt of applications. [Certificate(s) from the Head(s) of the Organization(s)/Department(s) or Competent Authority for the entire experience claimed, clearly mentioning the duration of employment (date, month and year) and field of experience indicating basic pay and consolidated pay must be obtained. The certificate(s) should also mention the nature of duties performed/experience obtained in the post(s) with duration(s)].
8. A candidate would be considered as well qualified if his/her educational qualification is at least one level higher than the essential requirement. A candidate may be treated as well experienced if he/she has at least two (2) completed years of experience in excess of the experience required in the area of expertise advertised. The extent of age relaxation will not exceed five (5) years in each case.
9. Besides pay, the posts carry allowances as admissible.
10. The benefits of reservation of vacancies and upper age concession up to 5 years are admissible only to S.C. and S.T. candidates of West Bengal.The benefit of upper age concession upto 3 years is admissible to O.B.C.(category “A”&”B”)(non-creamy layer) candidates of WestBengal and upto the age of 45 years for persons with benchmark disabilities. S.C., S.T. and O.B.C. candidates of other States may apply for unreserved vacancies as general candidates
11. CANDIDATES MUST FULFIL THE ESSENTIAL QUALIFICATIONS BY THE CLOSING DATE.
12. All requisite certificates regarding educational qualifications, proof of age, other relevant experience certificates and other requisite documents must be furnished as and when required by the Commission.
13. If at any stage even after issue of a letter of recommendation for appointment a candidate is found ineligible in terms of the advertisement his/her candidature will be cancelled without further reference to him/her.
14. CANVASSING IN ANY FORM WILL DISQUALIFY THE CANDIDATURE.

IMPORTANT INSTRUCTION REGARDING EDIT WINDOW
1. The applicants would be allowed to edit some of the fields other than those used for enrolment.
2. The Edit Window may be accessed by the applicants by logging into their individual accounts at wbpsc.gov.in
3. All applicants are advised to verify the details provided in the online application very carefully and applicants who have not filled in the forms personally are particularly advised to obtain a printout of the form to identify the discrepancies, if any.
4. Applicants willing to change their address may first change the same in the Profile Section and then use the Edit option.
5. The Edit option can be availed only once during the aforesaid period.
6. No request for any change would be entertained after the above mentioned period.
