The Regional Drugs Testing Laboratory (RDTL) - Chandigarh is one of the Seven National Drugs Testing Laboratories of Central Drugs Standard Control Organisation (CDSCO), set-up under the requirement for the testing of Drugs & Cosmetics products, working since November-2007. The Laboratory has been developed for the Quality Control of Drugs & Cosmetic products with respect to Infrastructure, Equipment and Manpower for the Chemical, Instrumentation and Microbiological analysis.

Applications are invited from eligible candidates for appointment to the post of Director, Group A’ Gazetted, Non-Ministerial, in the Pay Level 13 (Rs. 123100 - 215900) of pay matrix of 7th CPC {pre-revised scale of Rs.37400-67000 plus grade pay Rs. 8700/-) in the Regional Drugs Testing Laboratory (RDTL), Chandigarh, Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health & Family Welfare on Deputation (including short-term contract). The details of the post, eligibility criteria, job requirement, age limit, etc. required for the post are indicated in Annexure I The pay and other terms and conditions of deputation (including short-term-contract) will be regulated in accordance with DOPT’s O.M. No. 6/8/2009-Estt.(Pay-H) dated 17.06.2010 as amended from time to time. Cadre authorities/Heads of Department are requested to forward applications of eligible and willing candidates whose services can be spared for appointment to the said post on deputation (including short-term-contract) basis so as to reach Shri Pawan Kumar, Deputy Director (Admn), Central Drugs Standard Control Organisation HQ, FDA Bhawan, Kotla Road, New Delhi-110002 within 60 days from the date of publication of this advertisement in the Employment News.

Eligibility
Criteria Officers under the Central Government or State Government or Union territories or recognised Research Institutions or Public Sector Undertakings or Semi-Government or Statutory or Autonomous Organisation -
(a) (i) holding analogous post on regular basis in the parent cadre or department; or
(ii) with five years' service in the grade rendered after appointment thereto in Pay Level-12 (pre-revised Pay Band-3 (Rs. 15600-39100) plus Grade Pay Rs.7600/-) or equivalent in the parent cadre or department; and
(b) possessing the following educational qualifications and experience:
(i) Masters’ degree in Chemistry or Bio-chemistry or Pharmaceutical Chemistry or Pharmacy or Pharmacology from a recognised University or equivalent
(ii) 12 years’ experience in drugs testing coordinating the activities of different branches of Drug Testing Laboratory.
Note - 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisations or department of the Central Government shall ordinarily not to exceed 5 years.
Note - 2: The maximum age limit for appointment by deputation (including short-term contract) shall not be exceeding 56 years as on the closing date of the receipt of application.
Note - 3: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 01.01.2006 (the date from which the revised pay structure based on the Sixth Central pay Commission recommendation has been extended) shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay/pay scale, and where this benefit will extend only for the post(s) for which that grade pay/pay scale is the normal replacement grade without any upgradation.

2. Attested copies of APAR/ACRs for the last 5 (five) years duly attested on each page by an officer not below the rank of Under Secretary to the Government of India.

4. Vigilance Clearance Certificate
5. Statement of major or minor penalties, if any, imposed on the officer during the last 10 years of service.
6. A certificate to the effect that the particulars furnished by the candidate have been verified and found correct as per service records,
7. Cadre Clearance Certificate.
