The Institute of Bioresources and Sustainable Development although registered in April, 2001, under the Manipur Societies Registration Act, 1989, the regular activity of the Institute could be started only with the appointment of its first Director on 18th January, 2003. Department of Biotechnology, Ministry of Science and Technology, Government of India established the Institute of Bioresources and Sustainable Development (IBSD) at Imphal, Manipur in the year 2001. It is not only a unique institute of its kind in India but also amongst the very few in the world. The main mandate of this institute is conservation and sustainable utilization of bioresources for the socio-economic development of the region. We are aware about the expectation of the people not only from this region but also from across the world.

Mizoram University is a central university under the University Grants Commission, Government of India, and was established on 2 July 2001, by the Mizoram University Act (2000) of the Parliament of India. The President of India is the official Visitor, and the Governor of Mizoram acts as the Chief Rector as per Mizoram University (Amendment) Bill, 2007. According to the Act, the objectives of the university are "to disseminate and advance knowledge by providing instructional and research facilities in such branches of learning as it may deem fit, to make provisions for integrated courses in humanities, natural and physical sciences, social sciences, forestry and other allied disciplines in the educational programmes of the University; to take appropriate measures for promoting innovations in teaching-disciplinary studies and research; to educate and train man-power in the development of the state of Mizoram.

ABSTRACT
Exposure to sunlight can trigger various biological responses ranging from sun-burn, erythema to skin cancer. Synthetic sunscreen formulations available in market pose variety of adverse effects. Therefore formulation of the herbal sunscreen formulation and evaluation of its sun protection activity is an important aspect in the cosmetic industry. The various herbal agents contain significant sun screen properties which might be useful for formulating herbal creams and lotions. Therefore evaluation of its sun protection activity is an important aspect in the cosmetic industry. The comparative values of the calculated sun protection factor of twelve commonly used vegetables were evaluated using Mansur equation. Hydroalcoholic herbal extracts were obtained and absorbances were recorded between 290-320 nm using UV-Vis spectrophotometer. It was observed that all of the tested herbal extracts showed some UV protection capabilities with hydroalcoholic extract. Hydroalcoholic extract of beet root showed highest SPF i.e. 39.48 while capsicum extract showed lowest i.e. 2.45. These plant herbals can be formulated in the form of cosmetics formulation because of their better acceptability, less irritant nature and also these are less expensive.

For quite a few years since the Rio-Summit, 1992 there have been discussions at various local forum about the requirement of a capable institution to take care of the rich biodiversity of Manipur and its surrounding areas. The inclusion of the North East Region in the list of Mega-biodiversity hot-spots of the world caused an ever increased fillip to the researchers, resource planners, environmental enthusiasts and the local think- tanks about stopping depletion of biodiversity in the region and finding scientific ways of sustainable uses of bioresources.  Bio-industrialists and traders exploit the ignorance and poverty of the tribal population in hunting and illegal trading of the wild flora and fauna of the region. The situation is bad enough to warn us that before we can fully understand, assess and plan a sustainable use of the Bioresources in the North Eastern Region, its habitat exposed to the world as a mega-biodiversity hot-spot is likely to be destroyed in no time.
