The Department of Health Research was formally launched on 5th October 2007 by the Minister for Science & Technology and Earth Sciences in a function presided over by the Minister for Health & Family Welfare, in the presence, inter-alia, of the Minister of State for Health & Family Welfare.  Department of Health Research (DHR) was created as a separate Department within the Ministry of Health & Family Welfare by an amendment to the Government of India (Allocation of Business) Rules, 1961 on 17th Sept, 2007. The Department became functional from November 2008 with the appointment of first Secretary of the Department.

One of the major mandates of ICMR and DHR is to augment capacity strengthening of Indian scientists. This international fellowship programme is intended to create a pool of talented health research personnel by facilitating advanced training and exposure to the latest advancements in knowledge through interaction with the international scientists in their respective field of work.

Indian Institute of Technology Guwahati, the sixth member of the IIT fraternity, was established in 1994. The academic programme of IIT Guwahati commenced in 1995. Department of Biotechnology (DBT), Ministry of Science & Technology, Government of India launched CDSA on 28 September 2009 as an autonomous organisation and extramural unit of Translational Health Science & Technology Institute (THSTI). It was created to facilitate development of affordable healthcare products for public health diseases. Registered as a not-for profit research organization, it aims to develop an eco-system for training and learning and work with public sector institutions, and small and medium enterprises (SME) to translate innovative technologies into medical products for public good.

The PGIMER owes its inception to the vision of late Sardar Partap Singh Kairon, the then Chief Minister of Punjab and the distinguished medical educationists of the then combined state of Punjab, supported by the first Prime Minister of India Pt. Jawahar Lal Nehru who considered the institutions of scientific knowledge as temples of learning and the places of pilgrimage. The institute started in 1962 and Pt Jawahar Lal Nehru inaugurated the hospital now named “Nehru Hospital” on 7th July 1963. The Institute was originally under the Government of undivided Punjab.
