It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

OBJECTIVES OF THE PROGRAMME :
Underlying Values and Core Functions of WHO
All the Member States of WHO in the South East Asia Region (SEAR) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.

The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability.

WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

WHO - SEAR is made up of 11 countries, with over 1.8 billion people, including India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both the aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.

Mission of the WHO Country Office for India
Within the framework of WHO's Country Cooperation Strategy, the mission of WCO-India is to support India in: developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

Description of duties:
Under the overall guidance of the Coordinator Health Programmes, managerial oversight of Team Leader-Health Systems, and day-to-day supervision of the National Professional Officer (IVD) with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO's country cooperation strategy with India, the incumbent will have the following responsibilities in her/his assigned area of work:
1. Provide technical support for collation and validation health related data and information from various sources;
2. Collect, compile and analyze data using statistical software as required;
3. Support in data cleaning, validation, data quality assurance and data audit related activities;
4. Assist in preparing electronic/graphic presentations on analyzed data using GIS generated information and developing customized reports;
5. Support development and preparation of regular guidelines, updates, reports and other strategic information related to activities in Maternal Child Health (MCH) area of work;
6. Provide support to produce, update and maintain data/information (including national data sets) to address specific areas of interest;
7. Supports information exchange and normative function of WCO India through contributions to reports, media briefs and scientific papers through collation, analysis, systematic review and synthesis of data and information;
8. Assist in electronic archiving of relevant information and documents and other material including country health reports for easy reference;
9. Provides support for research activities and the preparation of surveys, reviews, scientific articles and reports;
10. Support the Team Lead in monitoring implementation of the biennial work-plan through; and
11. Perform any other duties as may be assigned by supervisor(s).

Education:
Essential: Bachelor's degree in bioinformatics, data management, public health or related fields from a recognized institute.
Desirable: Additional training in data analysis using statistical software, epidemiology, research methodology, systematic review and scientific writing will be an asset.

Skills:
The incumbent should identify with the core values of the World Health Organization. Good knowledge of modern office procedures and practices. Ability to analyse data; capacity to convey information and options in a structured and credible way; ability to speak and write clearly. Proficiency in computer applications and ability to draft reports.

Experience:
Essential: At least 6 years of professional experience in the field of data management, health information or public health

Desirable: Experience of work in WHO/UN/ International organization or Multi National Company (MNC)/reputed Indian Company/non-government organization (NGO).

Languages:
Excellent knowledge of written and spoken English and knowledge of local language will be an asset.

Additional Information:
Monthly remuneration will be INR 75,600, taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he could be posted anywhere in India as per the programme needs.
