Ministry of Health and Family Welfare (MoHFW) oversees the implementation of policies and programs for health and health care in the country. While the responsibility for the delivery of health care services rests largely with the State Governments, the Central Government sets policies and provides resources for the implementation of nationally formulated Programs.   National AIDS Control Organization (NACO) under the Ministry of Health & Family Welfare envisions an India where every person living with HIV has access to quality care and is treated with dignity.  In order to achieve the goal of, “halting and reversing the epidemic”, the focus is laid on prevention, care, support and treatment efforts.

DOMAIN- III (Institutional Strengthening)
Contractual positions are to be filled up for providing technical and programmatic assistance, liasioning with stakeholders for effective implementation of National AIDS Control Program (NACP) in the DNRT,SIMU, IEC, Mainstreaming, Human Resources , Procurement Divisions/Units of this Domain. The functions of these divisions/units and details of the positions are given below:

DAPCU National Resource Team (DNRT)- The DNRT unit monitors the performance of District AIDS Prevention Control Units (DAPCUs)  which have been established to monitor the HIV intervention at the field level, facilitate capacity building of DAPCU staff and advocacy with different stakeholders at national and state level.

INFORMATION,EDUCATION & COMMUNICATION (IEC)- The IEC division facilitates a coordinated response for addressing HIV/AIDS issues, ensuring uniform evidence based community oriented  gender sensitive interventions in the socio-cultural context by developing  creatives , mass media campaigns, mid media  and inter personal communication campaigns.

 

MAINSTREAMING UNIT (MS)-The Mainstreaming unit is responsible to ensure that all stakeholders –Govt., civil society, corporate & development partners adapt their program and policies to directly or indirectly address aspects of HIV/AIDS  for addressing deprivations rooted in socio-economic imbalances that drive the epidemic, such as poverty, gender, inequality, lack of adequate housing , sanitation and food insecurity.

PROCUREMENT UNIT (PROC)- The procurement unit is responsible for procurement process, perform all procurement and contracting activities including pre qualification, tender management, negotiation and preparation of contracts, provide support to efforts of NACO/SACS in ensuring timely procurement of drugs, diagnostics, equipments and consumables at various units (ICTC/PPTCT/Blood Banks /ART Centers), maintain accurate auditable records of all procurement process which result in high process compliance etc.

Consultant-Proc(1 position)
Location : NACO Headquarter-Delhi
Minimum Qualification : Post Graduate in Commerce/Science/Arts or Graduate in Pharmacy/Engineering or MBA. Diploma in Material Management will be an added advantage.
Nature of Experience : Min 5 years of experience in Procurement & Logistics/Supply Chain Management in Govt/Autonomous body/Reputed Organisation. Experience in Procurement & Supply Chain Management of Health Products will be an added advantage.

Consultant-Proc Regional Level(1 position)
Location : Tamil Nadu
Minimum Qualification : Post Graduate in Commerce/Science/Arts or Graduate in Pharmacy/Engineering or MBA. Diploma in Material Management will be an added advantage.
Nature of Experience : Min 5 years of experience in Procurement & Logistics/Supply Chain Management in Govt/Autonomous body/Reputed Organisation. Experience in Procurement & Supply Chain Management of health products will be an added advantage.

Consultant-M&E (1 position)
Location : NACO Headquarter-Delhi
Minimum Qualification : Post Graduate degree/Diploma (Public Health/Statistics/Demography/Public Health/Informatics)
Nature of Experience : Minimum 5 years experience in Health Program Management/Monitoring & Evaluation

Consultant-IEC & MS(1 position)
Location : NACO Headquarter-Delhi
Minimum Qualification : MBA / Post graduate Degree in Communication/ Social Science /Humanities  from a reputed University/ institute

Location : Himachal Rajasthan Chhattisgarh
Minimum Qualification : MBA/Post Graduate Degree in  Communication/ Social Science /Humanities  from a reputed University/ institute
Nature of Experience : 
• Minimum 5 years of experience in planning, implementing and monitoring of communication activities.
• A good understanding of new media and traditional media, ATL/BTL and other media vehicles
• Outstanding communication, project management and organizational skills  • Experience in design, implementation and monitoring of development strategies. 
• Good knowledge of national, state, district level government administrative structures and processes

Associate Consultant-DNRT Regional level( 1 position)
Location : Guwahati
Minimum Qualification : Masters in Social work or Masters in Public Health or MBA in Health Management or Medical Graduates.
Nature of Experience : 
 Minimum 3 years experience in Management of Public Health programs at State /National level. Experience in Capacity building and system strengthens Skills in Program Monitoring, data analysis and interpretation Good Government coordination and representation.

Minimum 3 years experience in Program monitoring and evaluation preferably in Public Health/HIV/AIDS.

Associate Consultant-M & E (Surveillance)( 1 position)
Location : NACO Headquarter-Delhi
Minimum Qualification : MBBS / BHMS with Post Graduate Degree / Diploma in Public Health / Applied Epidemiology/Health Administration/Health Management or equivalent.
Nature of Experience : 
Minimum 3 years experience in Disease Surveillance/Epidemiology/Management of Health Programs. Program Monitoring and Evaluation preferably in Public Health/HIV/AIDS.

Associate Consultant-Proc Regional Level( 1 position)
Location : Lucknow
Minimum Qualification : Post Graduate in Commerce/MBA in Logistics & Supply Chain Management. Diploma in Material Management will be an added advantage.

GENERAL INFORMATION
1.Only Indian Nationals are eligible for applying.
2.Engagement of Consultants will be on full working day basis and their place of work will be New Delhi except for the Regional Level Positions.
3.Documents to prove Qualification, Experience, Age etc. have to be produced in original at the time of interview.
4.Age limit: Not exceeding 60 years as on 01.04.2017 and having sound health to undertake extensive field visits.
5.Mere submission of applications shall not give any right to be called for interview/selection.
6.The appointment of consultants is purely on contractual basis.
7.Indicative monthly consolidated remuneration is given below:
National Consultant  :  Rs.1,20,000/ -                                  
Consultant   :  Rs.78,000/-
Associate Consultant :  Rs.50,000/-
