WHO is the directing and coordinating authority for health within the United Nations system. It is responsible for providing leadership on global health matters, shaping the health research agenda, setting norms and standards, articulating evidence-based policy options, providing technical support to countries and monitoring and assessing health trends.

Post: Regional Adviser, Essential Drugs and other Medicines(EDM)

OBJECTIVES OF THE PROGRAMME :
To assist Member States to improve access to quality essential drugs and other medicines, as part of progress towards Universal Health Coverage(UHC): through technical assistance and capacity building on all aspects of medicines policy, procurement, regulation, management and monitoring; through an improved regional evidence base, and through improved awareness of the need for action among Member States and development partners.

Description of duties:
Under the direct supervision of Director Health System Development (HSD) and overall guidance of the Regional Director, in collaboration with technical units and WCOs, and guided by national priorities, WHO strategies and resolutions on improving access to essential medicines, the incumbent develops and leads SEARO's work on essential drugs and other medicines. The incumbent will specifically:
1. Provide high quality WHO policy advice to Member Countries on the development and implementation of their national policies, plans and regulations for improving access to and use of essential drugs and other medicines, in collaboration with other development partners as appropriate, and in ways that build national capacity.
2. Develop recommendations on ways to improve the quality and completeness of national data on access to and use of essential medicines, and on regional data published by WHO, and its dissemination through multiple channels including the SEARO website, high quality policy briefs and publications.
3. Work with other departments in SEARO and with other development partners concerned with the strengthening of essential medicines procurement, regulation, improved quality assurance /control and supply chain management, and provide expert advice on effective strategies.
4. Contribute to a comprehensive SEARO response to the crisis on anti-microbial resistance in SEAR, with a particular focus on strategies to improve the rational use of antimicrobials.
5. As part of wider efforts to advance UHC, facilitate the exchange of knowledge and experience between countries on improving access to quality essential medicines - including support for networks such as the Asia Pacific Access to Medicines Network, and the emerging network on inter-country harmonization of medicines regulation.
6.Maintain the periodic conduct and dissemination of findings from national situational analyses of medicines in health care delivery in Member States of South-East Asia, carried out jointly by WHO and national experts.
7.Contribute to global policy dialogue on issues around strengthening access to essential medicines in low and middle income countries, through engagement with HQ
8. Perform other relevant duties as assigned by the Director HSD.

Education:
Essential: Degree in medicine or pharmacy with a post-graduate degree in pharmacology/pharmacy, or public health with a specialization in drug policy and management.
Desirable: Training in public health/ management/public administration

Skills:

- Excellent knowledge of the specific technical area of public health

Other Skills (e.g. IT):
Excellent knowledge of Word, Excel, power point essential, plus good presentation skills
Experience:
Essential: At least ten (10) years' relevant experience, including considerable experience obtained in an international context, in the development and implementation of country health programmes involving pharmaceuticals; management at a senior level.

Desirable: Experience in drug regulatory control, drug policy development and implementation, and managing a national essential drug programme
Languages:
Fluent written and spoken English
Knowledge of another UN language desirable

Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance

Mobility
Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.

Annual salary: (Net of tax)
USD 81,704 at single rate
USD 87,948 with primary dependants
