All India Institute of Medical Sciences (AIIMS) New Delhi has been nominated as the mentoring Institute for All India Institute of Medical Sciences, Vijaypur (Samba), Jammu by the Ministry of Health & Family Welfare, Govt, of India. AIIMS, Vijaypur (Samba) Jammu is being established as an Institute of National Importance & is one of the newly upcoming AIIMS and apex healthcare Institute being established by the Ministry of Health & Family Welfare, Govt, of India under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) with the aim of correcting regional imbalance in quality tertiary level healthcare in the country, and attaining self sufficiency in graduate, postgraduate and higher medical education and training.

Experience: Three years teaching and/or research experience in a recognized Institution in the discipline/subject concerned after obtaining the Doctorate Degree.

Note
1. The above vacancies are provisional and subject to variations. The Executive Director & CEO, AIIMS, Vijaypur, Jammu reserves the right to vary the number of vacancies including reserved vacancies as per the Govt, of India Rules/ Circulars and functional requirements otherwise.
2. As per the instructions of Govt, of India, 4% post have been reserved for persons with Benchmark disabilities (PwBD).
3. All Candidates (other than EWS) can also apply for posts earmarked for EWS. They will be considered against EWS posts subject to the following conditions:
i) if EWS applicants are not available/found to be suitable than their candidature will be as UR candidates only, which means, they should have been eligible after without availing relaxation in age/experience or both in case they belong to SC/ST or OBC category.
ii) those who do not belong to EWS category and opt to apply against EWS seat, under no circumstances, the fee will be re-imbursed.
4. The cut-off date to determine the maximum age limit, essential qualification and experiences will be the last date of submission of online application.
5. Experience wherever prescribed, should have been acquired after having passed prescribed essential qualification as per Recruitment Rules for the post one is applying for determining eligibility. One should have completed desired duration of experience on or before the last date of submission of online application to be eligible for the post.
PAY SCALES
Professor : Level 14-A- Rs.168900-220400/- as per 7th CPC. (Usual allowances as per institute norms including NPA as applicable).
Associate Professor : Level 13-A-1+ - Rs. 138300-209200/- as per 7th CPC. (Usual allowances as per Institute norms including NPA as applicable).
Assistant Professor : Level 12 - Rs. 101500-167400/- as per 7th CPC (Usual allowances as per Institute norms including NPA as applicable).
GENERAL CONDITIONS
1. All posts carry usual allowances as admissible to Central Government Employees of similar status at Samba (Vijaypur) UT of J&K.
2. APPLICATION PROCESS : -
i) The aspiring applicants satisfying the eligibility criteria in all respects can submit their application through ON-LINE mode only in prescribed format. The On-line registration of application will be made available on AHMS, New Delhi & AIIMS, Vijaypur, Jammu official websites aiimsexams.ac.in , aiims.edu and aiimsjammu.edu.in/ from 26.06.2023 to 25.07.2023 upto 5.00 PM.
ii) The applicants applying in response to this advertisement should satisfy themselves regarding their eligibility for the post applied for. They must be fulfilling eligibility criteria as on the closing date of Online applications i.e. should have passed qualifying exam for essential education qualification /have completed duration of experience as given in Recruitment rules on or before last date of online submission of form i.e. 25.07.2023. In those cases where one passes exam or complete duration of experience after this date, their candidature will stand cancelled.
iii) Candidates must upload the documents/certificates in support of all the claims made by them in the application like, Date of Birth, Experience (in sequence as mentioned in application), Essential qualification(s), Caste certificate/EWS certificate/Disability proof or any other information as applicable in their case.; separately against each claim. Each document should be uploaded in PDF format. File size does not exceed 2 MB. Print out of all such file should be legible when printouts are taken. For this purpose, the applicant should scan the documents/certificates in 200 dpi grey scale. Documents which have not been asked for like Pay Slip, Resume, Appointment letter, Relieving letter, Un-signed Experience Certificate etc. must not be uploaded in Document upload module.
iv) Matriculation/ 10th Standard or equivalent certificate indicating date of birth, or mark sheet of Matriculation/10th Standard or equivalent issued by Central /State Board indicating Date of Birth should be submitted in support of claim of age. Where date of birth is not available in certificate/mark sheets, issued by concerned Educational Boards, School Leaving Certificate indicating Date of Birth should be uploaded (in case of Tamil Nadu & Kerala).
Education Qualification certificates :
v) Educational Qualification Certificates as per Recruitment Rules for the post applied must be uploaded. In case of those who have equivalent educational qualification, Order/ letter in respect of equivalent Educational Qualification claimed, indicating the Authority (with number and date) under which it has been so treated, in respect of equivalent clause in Essential Qualifications, if a candidate is claiming a particular qualification as equivalent qualification as per the requirement of advertisement.
Experience Certificate :
vi) The Experience Certificate should be from the Head(s) of Organization (for the period of experience claimed, clearly showing the, duration of experience ("from" to "to"), Nature of experience(either teaching and/or research). Teaching /experiences which are gained in organization recognized by MCI/NMCjI/DCI/Nursing Council/ State Nursing Council/ UGC recognized teaching institutions, as applicable in the case will be considered. Experience acquired after having acquired requisite essential qualification for the applied post will only be considered to determine eligibility as per RR for the post.
DNB equivalence :
In cases of those who are holding DNB in broad specialties or super specialty as essential qualifying education, they have to produce documentary evidence issued by Competent authority about DNB equivalence with MD/MS/DM/M.Ch as per NMC New Delhi notification dated 14.02.2022.
(The Diplomat of National Board (DNB) in broad specialty and super specialty qualifications when granted in a medical institution with attached hospital or in a hospital with the strength of five hundred or more beds, by the National Board of Examinations, shall be equivalent in all respects to the corresponding broad specialty (MD/MS) and super specialty (DM/MCh) postgraduate qualification, but in all other cases, senior residency in a medical college for an additional period of one year shall be required for such qualification to be equivalent for the purpose of teaching.)
Photo & Signature :
vii) The candidate must ensure that their photo and signature are clearly visible in preview at the time of filling of application in online mode. If photo/signature images are displayed small or not visible in preview on website, that means photo/signature are not as prescribed. In such cases where photo/signature or both are small or not visible on preview but application is uploaded, in such cases application will be rejected. Accordingly, candidates are advised to be very careful while uploading their photo and signature.
SC/ST/OBC/PwBP/EWS Certificate :
viii) Candidates applying for any of the reserved category posts, viz.SC/ST/OBC/PwBD/EWS will be considered subject to Caste/PwBD/EWS certificate issued by the appropriate/Competent Authority in the prescribed format. Community should be clearly and legibly mentioned in the Certificate.
OBC Candidates :
ix) a) Candidates applying under OBC category must produce the valid caste certificate in the format provided by the DoPT vide O.M. No.36036/2/2013-Estt (Res.) dated 30.05.2014 and further clarification issued by DoPT vide OM No.36036/2/2013-Estt (Res-I) dated 31.03.2016.
b) OBC candidate's eligibility will be based on the caste(s) borne in the Central List of Government of India.
c) OBC candidate(s) should not belong to Creamy Layer and their sub-caste should match with the entries in Central List of OBC, failing which their candidature will not be considered for OBC post. They will however be treated as UR candidate (if otherwise eligible to be considered as UR, if UR post is available).
d) The vacancies are being advertised in financial year 2023-2024, therefore, valid NCL- OBC certificate issued during the period from 01.04.2023 to 31.03.2024 will be considered valid. Candidate who submit NCL-OBC certificate issued before or after this period
i. e.01.04.2023 to 31.03.2024, their certificate will be considered as invalid & their candidature as OBC certificate will stand cancelled for this recruitment. Candidates who are not having NCL-OBC certificate which has been issued during the period from
01.04.2023 to 31.03.2024 will not be considered against post reserved for OBC category under any circumstances.
PwBD Candidates :
x) Only those persons would be eligible for reservation under PwBD category, who have not less than 40% of disability. Person who wants to avail the benefit of reservation should submit a Disability Certificate issued by a Competent Authority in prescribed format as per "Rights of Persons with Disabilities Act, 2016".
The candidature of PwBD applicant is subject to evaluation by the Medical Board duly constituted by the Executive Director, AIIMS, Vijaypur Jammu. [This board will evaluate suitability of candidates for the post one is being considered for].
EWS Candidates :
xi) a) The vacancies advertised under EWS category will be filled as per the instructions issued by DoPT, Ministry of Personnel, Public Grievances & Pension> Govt, of India, Vide OM No.36039/1/2019-Estt (Res) dated 31.01.2019. Applications under EWS category will be considered subject to submission of Income and Assets certificate by the applicant in the prescribed format issued by the Competent Authority and subject to verification of genuinity of the certificate by the issuing authority.
b) As per DoPT OM No. 36039/1/2019-Estt (Res) dated 31.01.2019, the crucial date for submitting income and asset certificate by the candidates is the closing date for receipt of application for the post. Therefore, EWS candidate must ensure that they have a valid EWS certificate issued on or before the last date of submission of application.
c) Candidate who fail to produce valid EWS certificate issued on or before the cutoff date will not be considered for reservation under this category. They will however, be considered as UR candidate.
NOC Certificate:
xii) No Objection Certificate from the present employer (in case of regular candidates working in Government/Semi or Quasi Government, Government enterprises or Government funded autonomous institutions) is mandatory. Those who fail to produce NOC will not be allowed to appear for the interview for the post. Therefore, candidates are advised to upload NOC along with application.
xiii) Application for more than 01 post: In case a candidate wishes to apply for more than one post, he/she is required to fill in the form separately for each post through On-line mode and deposit application fees separately along with each application.

APPLICATION FEES
i) General/OBC Candidates - Rs.3000(Rupees Three Thousand only)

OTHER INFORMATION FOR THE CANDIDATES
1. All India Institute of Medical Sciences (AIIMS), Vijaypur, Jammu is an autonomous body established under an Act of Parliament.
2. Service under the AIIMS, Vijaypur, Jammu is governed by the Act and the Rules & Regulations framed there under.
3. Period of probation for all faculty / non-faculty posts is two years.
4. The posts is/are whole time and private practice of any kind is prohibited.
5. Applicants must possess the essential qualification and experience up-to-the last date of online submission of application(s). Their candidature will be cancelled at any stage if it is found that their educational qualification or experiences is/are not genuine.
6. The period of experience shall be counted after obtaining the prescribed educational qualification.
7. Incomplete application(s) will be summarily rejected
8. The employees of the AIIMS will be governed by the New Pension Scheme as per the provision contained in the Ministry of Finance, Department of Economic Affairs (ECB & PR Division) Notification No. 5/7/2003-ECB&PR dated 22.12.2003.
9. Process of Selection is Interview. However, written test or screening, based on objective criteria may be done to short list applicants to be called for interview. The decision of the Competent Authority regarding short-listing of candidates to be called for interview, would be final and binding on all candidates.
10. Canvassing of any kind will be a disqualification.
11. The candidate should not have been convicted by any Court of Law.
12. Joining time will be 30 days from the issue of appointment letter. Extension in joining time will be considered, only in exceptional cases, with the approval of Competent Authority, AIIMS, Jammu. If one is selected/offered against more than ‘ when he/she joins against offered post & opts to change, he/she will not post, be allowed to change.
13. There is provision of providing residential accommodation to the faculty appointed at the AIIMS. However, in view of the paucity of the residential accommodation in the campus, it may not be possible to provide accommodation soon after joining. In the event that no accommodation is provided, necessary House Rent Allowance (H.R.A) as admissible to the Central Government Servants of similar status stationed at Vijaypur (Samba/ UT of J&K) will be provided as per rules.
14. The AIIMS, Vijaypur, Jammu reserves the rights to increase or decrease the number of vacancies.
15. The Competent Authority reserves the right to amend, cancel or change this advertisement as a whole or in part without assigning any reason or giving notice.
16. All disputes will be subject to jurisdiction of Court of Law at Jammu UT of J&K.
