Public Service Commissions, both at the Union and at the State level, are amongst the most important Public Institutions with long traditions which have served well. The establishment of this Institution had its origin in the history of Indian nationalism and the persistent demand of the leaders of freedom movement for progressive Indianisation of the Civil Service under British Raj. The Montagu-Chelmsford Report accepted in principle the demand for Indianisation of the higher civil services and accordingly a provision for this was made in the Government of India Act, 1919. The Royal Commission of the Superior Civil Service in India under the Chairmanship of Lord Lee, in its 1924 Report, recommended setting up of Public Service Commission of India. The Public Service Commission of India was set up on 1st October, 1926 under the Chairmanship of Sir Ross Barker.

In partial modification of Advertisement No. 2 (06)/2015 published on 10.09.2015 in various newspapers vide which the application were invited for 04 posts (Gen-02, SC-01 and BCA-01) of Drug Control Officer in Health Department, Haryana.
It is hereby announced that on receipt of requisition for 22 additional posts for various category, the number of posts have been increased from 04 to 26.
Essential Qualifications:-
a) Second Class Bachelor degree in Pharmacy. OR Pharmaceutical Chemistry.
b) One and half years experience in manufacturing of at least one of the substances specified in Schedule C appended to the Drugs and Cosmetic Rules 1945. OR One and half years experience in testing of at least one of the substances specified in the said Schedule C in a laboratory approved for the purpose by the licensing authority
OR Three year experience in inspection of Firms manufacturing any of the substances specified in the said Schedule C
c) Adequate knowledge of Hindi/Sanskrit.
Note:- Experience prescribed as essential qualification shall be reckoned from the date after obtaining the prescribed minimum academic qualifications.

A Candidate should not be below 21 years and not more than 42 years age as on (Closing Date)
1. The Eligibility of Ex-Serviceman instruction issued vide Govt. Letter No. 4710- 5GS-70/18998 dated 15.07.1970 will be applicable.
2. 5 years relaxation in upper age limit shall be admissible to the candidates belonging to SC and BC Category of Haryana state only.
3. 10 years relaxation in upper age is admissible to all the physically handicapped candidates belonging to SC & BC Category of Haryana (05 years for General Category of Haryana).
4. Experience prescribed as essential qualification shall be reckoned from the date after obtaining the prescribed minimum academic qualifications.

General Clarifications:-
1. The eligibility of candidates with regard to age, qualifications and experience etc. is to be determined (Closing Date).
2. If suitable ESM category candidates are not available only then dependents of ESM will be considered against the posts reserved for ESM.
3. 2% reservation will be available to Freedom Fighters and their children/ grand children. This reservation will be available only if quota reserved for Ex-servicemen or Backward classes remains unfilled to that extent due to non-availability of suitable Ex-Servicemen or their dependents or non-availability of suitable candidates from Backward Classes. Over all reservation either from the unfilled vacancies of Ex-Servicemen or from the Backward Classes for Freedom Fighters/their children/grand children will remain limited to 2% only. This benefit will be available to all grand children i.e. sons and daughters of sons and daughters (paternal as well as maternal) of the Freedom Fighters.
4. Incomplete Application Form will be straightway rejected without entering into any correspondence.
5. The candidates of reserved categories who are applying for the above post of unreserved category should fulfill all the eligibility condition i.e. age & qualification as meant for unreserved category except fees.
6. The candidates are strongly advised to apply online well in time without waiting for last date of submission of online application. The printed copies of the online forms are required. No offline application form will be accepted by the office.
7. The candidates of reserved categories who are applying for the above post of unreserved category should fulfill all the eligibility conditions i.e. age, qualification, experience etc. as meant for unreserved category candidates except fees.
8. In order to be eligible for applying for these posts, a candidate should be:-
a) a citizen of India, or
b) a citizen of Nepal, or
c) a subject of Bhutan, or
d) A person of Indian origins who has migrated from Pakistan, Burma, Srilanka and East African countries of Kenya, Uganda and the United Republic of Tanzania (Formerly Tanganyika and Zanzibar) with the intention of permanently settling in India:
Provided that a candidate belonging to categories (b), (c) and (d) shall be a person in whose favour a certificate of eligibility has been given by the Government of India and if he belongs to category (d) the certificate of eligibility will be issued for a period of one year after which such candidate will be retained in service subject to his having acquired Indian Citizenship.
9. The candidates are at liberty to make any correspondence, if they so desire, with the Commission through online mode only.
Accordingly, the candidates who wish to apply against the above posts can apply through online mode from 05.06.2019 to 18.06.2019 upto 5.00 P.M and application fees can be deposited through online mode only, using Net Banking or Debit Card/ Credit Card upto 24:00 hrs. (midnight) of closing date i.e. 18.06.2019.
However, the candidates who had applied earlier in response to Advertisement No. 02 (06)/2015 published on 10.09.2015 need not apply again as their previous applications will be considered, if otherwise found eligible. The age will be determined on first day of the month next preceding the last date of submission of application to the Commission i.e. 01.05.2019 and educational qualification and experience etc. will be determined on the last date for submission of application to the Commission i.e. 18.06.2019.
