National Institute for Implementation Research on Non-Communicable Diseases (NIIRNCD), Jodhpur, is a research Institute under the aegis of Indian Council of Medical Research, Department of Health Research, Ministry of Health & Family Welfare, Govt. of India. The Institute, located in Jodhpur, came into existence on the 7th of December 2019, replacing the erstwhile Desert Medicine Research Centre. With state of the art facilities to conduct basic laboratory based research in its microbiology, biochemistry and vector biology laboratories, in addition to a full- fledged epidemiology wing, the institute is in the phase of acquiring human resources and facilities for strengthening its capacity to fulfill its mandate to conduct implementation research on non-communicable diseases (NCDs) in India. NIIRNCD is the mentoring institute for Model Rural Health Research Unit (MRHRU), Bhanpur Kalan, Jaipur, a government of India scheme.
Applications are invited from eligible candidates for project human resource positions under the project entitled "An Implementation Research to strengthen DIGItal technologies for optimizing the Continuum of CARE for Diabetes and Hypertension Management in the Public Healthcare System in India (DIGI-CARE)" at ICMR-NIIRNCD, Jodhpur
Consultant (Scientific Medical) / Consultant (Scientific Non-Medical)
No of post : 02 UR
Essential Qualifications : i. Professionals with MD and Published Papers or
ii. Professionals with PhD in Public Health / Epidemiology/ Community Medicine / Life Sciences / Social Science / Social Works and Published Papers or
iii. Retired Government Employee with requisite educational qualification drawing pay in the Pay Band Rs. 15,600 - 39,100 + Grade Pay of Rs. 6,600/- at the time of retirement and having adequate working experience in the required domain / field.
Desired Qualifications
• Experience in health system research / implementation research / operational research.
• Research Experience in Digital Health / NCD
• Experience in working with multicentric research teams and project management
• Knowledge and skill in data management.
• Experience in qualitative data collection and analysis.
• Experience in report writing and publications.

Work Responsibility
• Work closely with the Rajasthan Department of Health, NPNCD Program Manager, Medical Officers of Health Centers, ICMR Core NHRP Unit, and NHSRC, New Delhi.
• Collaborate with stakeholders, including policymakers, healthcare providers, and researchers.
• Supervise the entire research team and coordinate with other centers for smooth project execution.
• Provide expertise in the scientific and technical aspects of the project
• Support quantitative and qualitative data analysis, research methodology, study tool preparation, report writing, publication writing, and project evaluation.
• Manage field operations, ensuring effective coordination with field teams and adherence to project timelines.
• Train and supervise field teams, monitor progress, resolve operational challenges, and ensure seamless project execution for optimal outcomes.
• Ensure adherence to ethical guidelines and regulatory requirements.
• Any other tasks assigned by the Principal Investigator (PI).
Age : Not exceeding 70 years on the date of the walk-in interview.
Remuneration : Max. Rs. 1,00,000/- depending upon experience and knowledge.
Tenure : Initially for up to one year (extendable up to 3 years). However, the position is terminus at any point in time.

i. MBBS qualification with R & D experience and Published Papers or
ii. Professionals having M.Sc. (Life sciences) / M..Tech (Computer Science / Information Technology) / MPH (Master in Public Health) with R&D experience and Published Papers or
iii. Retired Government Employee drawing pay in the Pay Band Rs. 15600-39100 + Grade Pay of Rs. 5400/- at the time of retirement and having at least 20 years’ experience in the required domain/field
Desired Qualifications
• Experience in health system research/ implementation research/ operational research.
• Experience in mHealth applications, data analytics, telemedicine, Digital health and electronic health records (EHRs)
• Strong analytical, problem-solving, and project management skills
• Ability to train and support field teams in using digital health tools
• Knowledge and skill in data management.
• Experience in qualitative data collection and analysis.
Work Responsibility
• Develop and implement digital health strategies to enhance project efficiency and impact.
• Integrate information technology solutions into the project framework, ensuring interoperability with existing health systems.
• Provide technical guidance on digital health interventions, including mHealth applications and NPNCD, eSanjivani portal, etc.
• Supervise field activities, ensuring digital health technologies' proper deployment and use.
• Train health workers and field teams on effectively using digital platforms for data collection, analysis, and patient management.
• Monitor and evaluate technology adoption and efficiency, identifying areas for improvement and optimization.
• Manage field operations, ensuring effective coordination with field teams and adherence to project timelines
• Support in the Quantitative and Qualitative data collection
• Provide regular updates, reports, and recommendations to improve digital integration in healthcare delivery.
• Support troubleshooting and resolution of technical issues related to digital health applications and tools.
• Any other tasks assigned by the Principal Investigator (PI).

General Terms and Conditions
i. The above project positions are purely on temporary basis only.
ii. The advertised positions are tentative without commitment for its filling. Recruitment will depend upon requirement of project and approval of the competent authority.
iii. Emoluments: The rates of emoluments shown in this advertisement are project specific and may vary according to sanction of the funding agency of the Project. Payment of emoluments to the project person will depend on availability of funds from the funding agency.
iv. The Director & Appointing Authority has the right to accept / reject any application without assigning any reason(s) and no correspondence in this matter will be entertained.
v. The selected candidate should work for a period of at least one month, failing which, the emoluments drawn by him / her has to be forfeited.
vi. The engagement can be terminated with one-month notice from either side without assigning any reason. Candidates already employed should submit a “No Objection Certificate” from their present Employer / PI at the time of Walk-in-interview failing which he / she will not be allowed to appear for Interview.
vii. Since, the project position(s) is / are temporary; the incumbent(s) selected will have no claim for regular appointment at ICMR-NIIRNCD or continuation of his / her services in any other project.
viii. The results of the final selection will be placed on ICMR-NIIRNCD and ICMR web sites.
ix. The recruited project person(s) is / are governed as per ICMR project staff recruitment guidelines and will have to give the undertakings before joining.
x. At the time of joining duty, the candidates should bring all original certificates of educational qualifications (from SSC onwards), No Objection Certificate from present employer, SC / ST / OBC / EWS certificate, Experience, Aadhaar Card & PwBD Certificate (if applicable) for availing age relaxation, passport size photograph along with one set of photocopies of the certificates duly attested (can be self-attested) for verification.
xi. Qualifications should be achieved from recognized Institutions / Universities only.
xii. Experience certificate should clearly state the nature of work during the period of employment with dates. Experience in the relevant discipline / field should be from a reputed institution / organization recognized by the relevant authority.
xiii. Age relaxation will be admissible in respect of SC / ST / OBC candidates, retrenched Government Employees, Departmental Candidates (including projects) and Ex-servicemen etc. in accordance with the instructions issued by the Central Government / DoPT / ICMR from time to time. Age concession to the extent of service rendered in other research projects will also be admissible for experienced and skilled persons. SC / ST / OBC will be given age relaxation in respect of the project positions reserved for them only and not for UR positions.
xiv. The conditions of reservations for EWS shall be governed by the norms of DoPT OM No. 336039/1/2019-Estt (Res) dated 19.01.2019 and 31.01.2019. Candidates applying in the EWS category should submit an “Income and Asset Certificate”. xv. The Director, ICMR-NIIRNCD reserves the right to increase or decrease the number of project positions or cancel the recruitment or re-advertise the project positions at any time, without assigning any reasons thereof. No correspondence will be entertained in this regard.
xvi. Date of Interview may be changed due to administrative reasons. Hence, candidates are advised to check website before appearing for Interview.
xvii. Candidates applying for more than one project position should separately apply for each project position.
xviii. Experience from the date of completion of minimum essential educational qualification shall only be counted. xix. Submission of incorrect or false information shall disqualify the candidature at any stage.
xx. Since the project positions are purely on temporary basis, no benefit of Provident Fund, Leave Travel Concession, Medical, etc. will be available to the appointee.
xxi. Age, Qualification, Experience etc., will be reckoned as on the date of Walk-in-interview
xxii. No TA / DA will be given for attending Walk-in-interview.
xxiii. Mere fulfilling the essential qualification / experience will not bestow any guarantee of selection.
xxiv. Candidates, who fail to bring the original certificates at the time of joining, will not be allowed to join the selected project position. Candidates reporting after the scheduled date / time will also not be allowed to appear in the Walk-in-interview.

xxvi. All guidelines / rules etc., issued from time to time by ICMR will be followed.
xxvii. Laptop/Tablet, logarithm table, digital diary, mobile phone, smart watch, Bluetooth Devices / earphones / earbuds, other electronic gadgets, text books, notes etc., will not be allowed inside the Examination Hall / Interview.
