Indian Council of Medical Research (ICMR) is an Autonomous Organization, under the Department of Health Research, Ministry of Health & Family Welfare, Govt. of India. ICMR is dealing with biomedical/ health research in various areas, in collaboration with National/ International agencies, through its Headquarters at New Delhi and 27 Institutes/ Centres and a large number of field stations, situated across the country.

Post : Scientist - F (Non- Medical)

ICMR invites online applications, from Indian Citizens, up to 17th March, 2025 till 5:30 PM to fill up the post of Scientist-F at Division of Innovation and Translation Research (ITR), ICMR Hqrs. New Delhi, in Level 13A of Pay Matrix (Rs.131100-216600) Pre-revised GP: Rs,8900/- and usual allowances as admissible to ICMR employees for appointment on regular basis under Direct Recruitment with all India transfer liability under the Council.

Essential Qualifications : Masters with PhD from a recognized University in any of the following subjects (Biotechnology, Microbiology, Genetics/ Medical Genetics, Immunology)

Any clinical subject (Internal medicine, Community medicine, surgery, obstetrics & gynaecology, Paediatrics, Orthopaedics, Dermatology, Psychiatry, Anaesthesiology etc.) 26. Any other relevant subject in Medicine/ Bio-Medical Sciences.

Essential Experience* : 12 Years of experience in Intellectual Property management and Technology Transfer and Techno-legal & Innovation Management in Healthcare/ Medical technologies in Govt./ Public/ Private Sector (including 03 years of managerial experience)

Desirable Qualification : Candidate having demonstrated experience in strategic collaborations, and having acquired certifications from reputed organisations/ institutes in the area of IPR/ Technology Transfer/ Public Health Policy/ Management

*Notes :
1. PhD will be considered as 4 years’ experience (irrespective of the duration taken to complete the degree).
2. MPH/ M.Tech/ ME will not be considered as any experience.
3. Experience in program management, promotion of Entrepreneurship, and drafting policies/ guidelines/ techno-legal agreements relevant to job requirement (specific requirements given below#) in Govt./ Public sector/ Private Institutions will be admissible.

Age limit : Upper age limit is 52 years. (relaxable in accordance to GOI instructions for Central/State Govt. employees only).

Fee : Application Fee (non-refundable) of Rs.1500/- (Rupees one thousand five hundred only) is required. SC/ST/Women/PwBD/EWS candidates are exempted from application fee. Application Fee is to be paid by candidates through online link given in the application form.

# Job Requirements
1) The candidate should be a Registered Technology Transfer Professional (RTTP), with demonstrated experience in the profession of Technology Management so as to create efficient systems for enabling technology transfers.
2) To create strategic systems for efficiently managing IP Portfolio and Technology Transfer of Technologies developed by ICMR through Intramural, Extramural Research Programs or by any Medical College/ Institute/ Start-ups in Biomedical domain.
3) To carry out all the aspects of IP Management and Technology Transfer including patentability searches, FTO searches, designing around strategies, IP Filing & prosecution, IP opposition & litigation, and coordination with empaneled Law Firms for patent drafting and prosecution at different jurisdictions.
4) To interact directly with stakeholders, Advisory Committees, Patent Counsels for effective IP management.
5) To draft and implement Policies and guidelines of ICMR related to IP and Technology transfer as per global best practices.
6) To enable drafting/vetting of IP and Technology Transfer related Legal Agreements such as License Agreements, Collaboration Agreement, MTA, NDA, Contract Research Agreements etc.
7) To promote entrepreneurship development and provide expert opinion/ advice on matters related to IP, entrepreneurship development policies.

Other conditions :
(i) Application should be submitted along with online application fees.
(ii) Application received after the closing date, for whatever reason, is liable to be rejected.
(iii) In the event of any false information furnished or suppression of any material in the application coming to notice, at any time during the recruitment process or thereafter, of a person, his/her candidature/ services would be liable to be terminated.
(iv) Incomplete or Application without supportive documents is liable to be rejected.
(v) Relevant documents of educational qualification/specialization/experience as claimed must be invariably uploaded.

(vi) At the time of personal discussion, the applicants working in Centre/State Government Department/ Public Sector Undertakings & Govt. funded research agencies, must submit a “No Objection Certificate” from the employer with an undertaking that “the applicant will be relieved within one month of his/her receipt of appointment order”.
(vii) Any outside influence (political or otherwise), brought in by a candidate or on behalf of the candidate shall disqualify him/her. (viii) Any matter for which no specific instruction has been given, shall be decided by ICMR and the decision shall be final and binding on the candidates.

(x) Any dispute with regard to the recruitment against the advertisement will be under the jurisdiction of Courts in New Delhi.
(xi) ICMR retains the liberty to either modify or cancel or publish afresh, this vacancy circular.
(xii) The number of the vacancies are provisional and may vary.

Shortlisting Criteria:-
a) In the first instance, all the candidates who fulfill minimum eligibility in respect of age, educational qualifications and experience (wherever required) shall be short-listed.
b) If the number of such shortlisted candidates is high and it is not possible to call all of them for interview, then the ICMR shall further shortlist the candidates, on the basis of some suitable shortlisting criteria, as may be fixed by the Competent Authority, ICMR. Though this may vary from case to case, depending on merits, ICMR generally prefers to call candidates with higher experience in the relevant fields or candidates with higher educational qualification as the case may be and as decided by Appointing Authority.

Note : The purpose of shortlisting candidates is to restrict, to a reasonable limit, the number of candidates to be called for interview, keeping in view the number of vacancies available at a time, the number of candidates satisfying the Essential Qualifications and other conditions prescribed. In order to rationalize the time of the interview Boards and also to reasonably restrict the number of candidates to be called for interview, a set of norms have been adopted with the approval of the Competent Authority, which are indicated below :
For one vacancy : Up to 12 Candidates
For 2-3 vacancy : Up to 24 Candidates
For 4-6 vacancy : Up to 36 Candidates
For 7-9 vacancy : Up to 48 Candidates
For 10 vacancy and above : Up to 50 Candidates or above (5 times the number of posts)
