OSMCL has been incorporated on 8th November 2013 under the Companies Act., 1956, in pursuance to the Government Resolution No. 8844 dated 26th June 2013, to act as an independent procurement agency for the Department of Health and Family Welfare, Government of Odisha. The OSMCL has the key functions like timely procurement of quality medicines, surgical, equipment, instruments, furniture etc.through fair, transparentand competitive bidding process.
Post: Senior Pharmacist (Quality Assurance)
Nos. of post: 02 – Unreserved-2 (W-1)
Terms of Reference ( Job Responsibility ) :
They will be responsible for :
- Developing standard quality assurance protocols that would be incorporated in the tendering process.
- Developing effective mechanism for quality checks at all required level of stock acceptance by the OSMCL from the suppliers.
- Evolving effective mechanism for good Warehousing protocols including quarantine measures.
- Developing a mechanism of sample checking with proper coding & decoding systems.
- Developing guideline for selection of the best of quality control labs available nationally.
- Liasoning with the empanelled labs for sample checking of drugs procured.
- Evolving a mechanism of grievance redressal.
- Developing guideline and procedure of quality assurance as per statute.
- Any other work as will be assigned by appropriate authority.
Educational and Post-Qualification Eligibility Criteria:
Bachelor in Pharmacy from any recognised institution (with minimum 60% of marks) with 3 years of post - qualification experience in quality assurance related to drugs, surgical & other health care commodities etc.
Candidates for this post must be computer literate i.e. she / he must be well acquainted with MS office package (word, excel, Power Point) as well as use of internet.
However relaxation of 10% marks will be given for SC / ST category candidates.
Age limit: The maximum age limit for the post is 40 years as on the last date for submission of application form. However relaxation of age upto 10 years for PWD candidates, 5 years for SC / ST / SEBC / Women candidates shall be allowed. Relaxation of age in case of ex-service men will be made as per Government norm.
Scale of Pay: Pay Band-2 (Rs. 9300-34800/-) with Grade Pay of Rs.4200/- with annual increase of 10%, subject to satisfactory performance. No DA, HRA and other allowances shall be admissible. However other benefits as per Corporation norms shall be paid. On the date of satisfactory completion of six years of contractual service, they shall be deemed to have been regularly appointed and shall be entitled to draw the time scale of pay plus Grade Pay with DA and other allowances as admissible in corresponding pay band.
Place of posting: Sr. Pharmacists ( Quality Assurance ) will be posted in the Head Quarter of the Corporation ( Bhubaneswar ).
Selection Modality: Candidates will be required to appear in a Computer Based Written Test. Based on merit, three times the numbers of candidates for the post ( category-wise ) will be called for Personal Interview at the Head office of Odisha State Medical Corporation Ltd. at Bhubaneswar. In the written test, candidates will be tested for subject knowledge and general aptitude. General aptitude test will comprise of general knowledge, English, current affairs, quantitative aptitude, reasoning ability, fundamental knowledge of computer etc. The final merit list will be prepared based on 70% weightage to the score in the Computer Based Written Test and 30% weightage to the score in the Personal Interview.

General Instruction
1. Applicants should ensure that they are eligible as per the eligibility criteria mentioned for each post advertised by Odisha State Medical Corporation Ltd. hereafter called as OSMC. They should read the general instructions, instructions regarding filling up of the forms etc. as detailed in the website.
2. Candidates satisfying the eligibility conditions have to apply online at osmcl.nic.in in the form available in the web site. No other mode of filing of application other than online mode shall be accepted.
3. The candidate must be a permanent resident of Odisha. Residence / nativity / domicile certificates issued by the competent authority need to be uploaded by the candidates at the time of filling up of the forms. In case the candidate is unable to submit the certificate, he must upload an undertaking which is available in this web site. However, the candidate is required to submit the residence certificate before appearing for the Computer Based Written test.
4. The candidate must have passed 7th standard examination with Odia as a language from any board recognized by Board of Secondary Education, Odisha / passed Matriculation examination with Odia as medium of examination in non-language subject or passed in Odia as language subject in the final examination of class VII from a school or educational institution recognized by the Government of Odisha or the Central Government / passed a test in Odia in Middle English School Standard conducted by the Board of Secondary Education, Odisha.
5. The maximum age limit for all the posts is 40 years as on the last date for submission of online application form. 6. Candidates belonging to SC / ST / SEBC category shall upload latest caste certificate issued by the competent authority failing which they shall be treated as general category candidates.
7. In case of non-availability of suitable women candidates, male candidates will be considered for selection.
8. Candidates should have Degrees / Diploma from UGC / AICTE recognised Universities / Institutions & Govt. of India approved institutions.
9. Candidates must mandatorily upload the following documents at the time of online submission of the application form :

a. Certificates and mark sheets of HSC and the qualifying degree as specified in the eligibility criteria. The relevant marks sheet/s of the qualifying examination must be uploaded so that the marks secured in same can be ascertained. In case the marks has been obtained in grade points, documentary evidence of method of conversion of marks (as issued by competent authority) from grades to percentage have to be furnished,
b. PGDCA certificate, in case of applicants for the posts of Accountant, Assistant, HR & Admn. and Jr. Assistant ( MD’s Secretariat ),
c. All post-qualification experience certificate/s as prescribed in the advertisement. Applicants should take note that submission of salary slips, appointment / promotion / increment letters are not acceptable. They must submit the experienced certificates from the employer/s clearly specifying the period which they are / were working, name of the post and nature of responsibility for assessing the experience.
d. Residence / nativity / domicile certificates issued by competent authority or the undertaking as mentioned at point no. 3 of this General Instructions. The undertaking format is available in the “ How to Apply “ section.
e. Caste Certificate in case of SC / ST / SEBC candidates,
f. Odia educational qualification up to 7th standard or as specified at point no. 4
g. Disability certificate clearly specifying the nature and percentage of disability issued by the competent authority, in case of applicants belonging to PWD category.
h. Discharge Certificate issued by Commanding Officer of the Unit last served, in case of Ex-Service Men
i. Passport size photo of the candidate which must be within 100 kb in size and in jpg / jpeg format,
j. The signature of the candidate to be uploaded must be within 100 kb in size and in jpg / jpeg format.
10. Candidates should fill up the online application form carefully as applications once finally saved cannot be edited. OSMC shall not be responsible for submission of incorrect entry/s by the candidate.
11. More than one application i.e. multiple applications for a single post by an applicant will not be accepted. However, one candidate can apply for more than one post.
12. Candidates should have a valid e-mail ID and they are advised to retain the same email-id and mobile number which they have furnished in the application form, as important information may be given to the candidates through SMS or e-mail from time to time.
13. The name of the candidate and his/her parents’ name in the application form must exactly be the same as registered in HSC / equivalent Examination. No prefix / title such as Mr / Sri / Dr / Mrs / Smt etc should be used.
14. If any candidate is found ineligible at a later date, even after his / her selection / appointment, his / her selection / appointment will be cancelled.
15. The offer of appointment to the selected candidates shall be subject to verification of original certificates / documents at the time of joining and verification of experience certificate, if required.
16. The decision of the Board of Directors of OSMC of regarding the eligibility of any applicant and selection shall be final.
