Purpose of the position
The main objective is to provide substantive specialist-support to WHO’s work on traditional complementary and integrative medicine in particular related to universal health coverage and UN sustainable development goals through improving integrated, people-centered traditional, complementary and integrative medicine services and health system: the position of seconded technical officer in traditional, complementary and integrative medicine will support the work of Unit Head of the Traditional, Complementary and Integrative Medicine (TCI) Unit and the work of Integrated Health Service (IHS) Department in several projects.
Job Description
* Objective of the programme and of the immediate Strategic Objective The Universal Health Coverage and Life Course (UHL) division’s mission includes fostering innovation for better health and supporting Member states to promote UHC by strengthening health systems and innovative approaches. Policy dialogue, informed by best evidence and systematic learning, and supported by capacity strengthening, aims to improve equity in health, access coverage, quality and efficiency of health services. The mission of the Integrated Health Services (IHS) Department is to develop models, strategies and guidance to support countries in all parts of the world to improve the quality, safety, access, integration and responsiveness of health services delivery, with a particular focus on primary health care. HIS has been established as a Centre of Excellence. Focusing on issues of policy, organization, integration, coordination and measurement of key dimensions of integrated health services, from health promotion to prevention, treatment, rehabilitation and palliation.
* Organization context (Describe the individual role of incumbent within the team, focusing on work environment within and outside the organization) Under the guidance of the Unit Head for Traditional, Complementary and Integrative Medicine (TCI), the Secondee will take a lead in the development of main areas of work. In the current biennium (2020-21) there are: universal health coverage and standards & norms of traditional, complementary and integrative medicine service including products, practices and practitioners. The individual is a senior technical specialist in the field of traditional complementary and integrative medicine. The position provides senior-Level input at a national and international level in the development of policies, regulations, norms, guidelines, tools and technical support to countries.
Summary of Assigned Duties
Under the supervision of the Unit Head for Traditional, Complementary and Integrative Medicine, the incumbent will Provide high-level, specialist input on the strategic agenda and work plan in promoting appropriate integration of traditional and complementary medicine into national health systems and in promoting safety, quality and effectiveness of traditional, complementary and integrative medicine services. Provide crucial input in the development of norms & standards, guidelines, technical documents and tools; coordinating the studies and relevant projects/activities; reviewing the literature and other technical documents to the area of universal health coverage and standards & norms of traditional, complementary and integrative medicine services. Take due responsibility for the data collection, result analysis, and providing scientific & technical advices on international essential herbal medicines list. Discharge due responsibility for the data collection and analysis, providing scientific & technical advices on the comprehensive project of WHO International Herbal Pharmacopeia (IHP). Discharge responsibility for providing scientific and technical advices on WHO technical documents and tools related to the IHP. Provide high-level specialist advice to Member States in the integration of traditional and complementary medicine services into national health systems in line with the implementation of the WHA resolution and WHO Traditional Medicine Strategy 2014-2023. Prepare appropriate reporting on the above mentioned area of work. Undertake any other duties as required within the field of competence, and as requested by the supervisors.
Functional Knowledge and Skills
* Describe the essential knowledge and the skills specific to be position Demonstrated solid knowledge of the areas related to herbal medicines, in particular the policies, regulation, norms & standards and research of herbal medicines. Excellent written, verbal and presentation communication skills in English.
Education Qualifications :
* Essential PG degree in Traditional Medicine recognized under IMCC Act 1970 or HCC Act 1973.
Desirable : MPH or PhD in public health or relevant health-related subject
Experience :
* Essential : At least 10 years experience, some of which gained in an international exposure, in research on herbal medicines directly supported to national herbal pharmacopeia. Solid experience in the areas of national herbal pharmacopeia and essential herbal medicines as well as relevant national policies, regulations, projects and norms & standards of herbal medicines. Proven solid experience in collaboration with multilateral, bilateral and regional development institutions at the International level.
* Desirable : Working experience in a senior capacity in the area of herbal medicines / Traditional medicines at national level.
* Other Skills : Good presentation skills. Knowledge of office software applications. Knowledge of Excel. Standard Microsoft word processing and spreadsheet packages.
Use of Languages Skills : Having excellent knowledge of Reading, Writing and Speaking of English and French language.
