OBJECTIVES OF THE PROGRAMME
Purchasing and Contracts Services (PCS) is responsible for the procurement of goods and services including medical supplies. These activities support programmes, projects, Regional and country office activities of the organization in the South East Asia Region.
DESCRIPTION OF DUTIES
Under the general supervision of the Procurement Officer, the incumbent will perform the following functions:
1. Assist in the procurement and delivery of goods, supplies and equipment for member states in the Region.
2. Researches the market, retrieval and presentation of information from a variety of internal and external sources on sources of supply, vendors by commodity, etc., as well as provides guidance in obtaining specifications for new supplies on the market. Maintain and manage required vendor database.
3. Prepare correspondence, memoranda, and contract review committee reports, maintain appropriate follow up.
4. Perform Order Administrator function and responsibility in the Global Management System (GSM) which involves reviewing and assigning Request for Pricing Estimates (RPEs) to buyers. Also verify all approved goods, requisitions to ensure compliance with business rules and principles prior to assigning cleared requisitions to the procurement team at Global Service Centre (GSC).
5. Coordinate with relevant internal and external stakeholders including Headquarters, GSC, WHO Country Offices (WCO) and Technical Units at the Regional Office, varying contractual partners, Government Officials and Administrative units in respective offices across the region. 6. Ensure compliance with legal and audit contract requirements, for existing and proposed long term agreements (LTA), lease/rental and goods and services contract agreements.
7. Facilitates and participates in tender pre-bid meetings, and other inter organizational meetings.
8. Manage work assignments of Procurement Assistants, and a Procurement Logistics Assistants within the team.
9. Perform other related duties and be flexible to cover colleagues or represent unit, as assigned by supervisor.
Candidate Profile
Education
Essential: Completion of Secondary School education
Desirable:
- University Degree in Science or Business Administration
- Procurement or supply chain management or logistics training (Cips level(s) training would be an asset).
Experience
Essential: - At least six years' experience in administration and/or procurement of goods and services.
Desirable: - Experience in procurement or logistics is highly desirable

Skills
- Thorough knowledge and understanding of wide range of administrative policies and procedures including principles and practices of WHO procurement and logistics, rules, procedures, tools and techniques.
- Knowledge of goods purchased by WHO.
- Knowledge of direct, indirect taxes, particularly sales tax, excise duty, customs duty GST.
- Good interpersonal skills; ability to plan work, lead and work proactively with a team
- Mature judgment and ability to make decisions; ability to identify and resolve issues efficiently.
REMUNERATION
WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,035,979 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
