Formed in 2005, the State Health Society of Bihar is the apex agency tasked with implementation of diverse schemes in Health. Under the National Health Mission guidelines, it works towards enabling access to Health in the state of Bihar.
The Society is headed by a full time Assistant Executive Director and a pool of professionals who help in running the affairs of the society.

Assistant Director (Drug)

Duration of Contract: The recruitment will initially be for a period of eleven months which shall be extendable up to 3 years subject to following conditions.
a. satisfactory performance
b. continued requirement of the position, and
c. approval of the position by Government of India in PIP of National Health Mission.
The contract may be extended beyond three years subject to fulfilment of criteria (a), (b), and (c) mentioned above.

Qualification:
Pharmacy or Chemistry Graduate with MBA / Post Graduate Diploma (2 years course) in supply chain or Operation Management or Logistic Management or Material Management or Pharmaceutical management or business administration from any recognised university or AICTE approved institution.
Proficient in usage of computer, particularly MS office.
Experience:
Essential:
- Minimum 5 years' relevant experience in procurement of drugs and its supply chain, inventory management and tendering process..
Desirable:
- Should have knowledge of government purchase rules and regulations of Bihar Financial Rules, CVC guidelines and General Finance Rules.
- Experiences of working in medical colleges or large multispecialty hospitals or government organisation in procuring drugs.
Other Information/ Requirements/ Conditions
Purpose of Assignment:
The Assistant Director (Drug) will be responsible for procurement of all drugs and related supplies on behalf of SHSB; monitoring and facilitating drug availability in health facilities of the state and also for Short and long term forecasting of drugs required at every level of the public health care system in Bihar. S/he will also be responsible for Tendering, contracting, & vendor management vis-a-vis drugs.
Summary of Roles and Responsibilities:
The primary duties and responsibilities of Assistant Director (Drug) will include the following but not be restricted to:
1. At the state level, he/she will be responsible for handling of issues related to storage, inventory control, quality assurance, transportation and distribution of drugs and other hospital supplies procured and supplied to the districts.
2. S/he will develop procedures, policies and standards and manage the logistics system and Inventory Control of procured goods; develop and maintain online inventory control systems;
3. S/he will also prepare bidding documents, implementation plans and budgets and facilitating contracting process.
4. Ensure availability of the drugs by online and offline monitoring of the drug availability in health facilities.
5. Forecasting of requirement of drugs and consumables of the state.
6. Managing contracts and agreement related to drugs and consumables.
7. Conduct the situational analysis of health facilities across the state regarding demand generation, supply chain, inventory management and Record keeping of stock
8. Lead the monthly Supply-Demand Planning, Allocation, Inventory management Relocation and Stock Reconciliation (Physical stock inspection) if required of all goods and commodities of the state.
9. Responsible for monitoring the overall supply chain performance of the state through frequent field visits, Review and proactively manage the stock situation and identify bottlenecks
10. Build capacity and identify training required to address the bottlenecks either through short term or longer term interventions on forecasting, allocation & procurement and logistics management
11. Streamline the Record keeping system.
12. Guide the district health authorities to address issues related to drugs and its supply chain, based on gap analysis of drug availability and management system .
13. Responsible for identifying the optimal transportation option for distribution of the drugs/equipments/other hospital supplies to the healthl facilities within the state along with the Store Officer.
14. Assess storage/ warehousing requirements of the supplies procured centrally and ensure Storage Quality of the warehouse/district stores/district hospital stores and stores at the peripheral facilities
15. Facilitate district health authorities/Store Officers to follow the SOPs developed by State for the Quality Control and Quality Assurance to execute best practices in supply chain, inventory and logistics management
16. To compile data of actual consumption of various items from the peripheral centres and help in forecasting the quarterly/half yearly/annual requirements
17. To monitor, report and provide oversight to the stock position of various items including indication of under-stocking / overstocking / expiry of goods based on the consumption pattern.
18. Based on the information collected, coordinate to divert, in consultation with the concerned supervisor, the stocks from the districts/health facilities which have excess material to the districts/health facilities where there is shortage. Similarly arrange to divert, in consultation with the concerned supervisors, items with expiry date approaching to such centres where there is immediate or higher requirement for consumption.
19. Conducting training in Forecasting, inventory and Logistics management function.
20. Should be proficient in preparing agreement and tender documents related to drugs.
21. Should be proficient in e-tendering.
22. Should be entrusted with task of finalisation of tenders and Making comparative charts of tender.
23. Any other work assigned by the SHS.
Desirable skills
Should have knowledge of government rules and regulations.
Excellent interpersonal skills and able to make effective collaboration with concerned I colleagues at district and state level.
Should have knowledge of Indian Pharmacopeia and DPCO rules.
Person having experiences and knowledge in government procurement & contracting system will be given preference.
Ability to travel.
Able to work under deadlines, with excellent skills in planning, scheduling and accurate record keeping.
Strong organizational, Leadership, management and interpersonal skills.
Computer proficiency with high level of familiarity with data base management programme and commonly used packages like MS Word, Excel, power point etc.
Excellent oral and written communication skills in English and Hindi.
Remuneration/ Compensation:
Consolidated remuneration @ Rs.43,000/- per month.
Agreement:
