Job for Senior Scientific Officer at Directorate of Forensic Science services

The Directorate of Forensic Science services (DFSS) was created in the year 2002 by Ministry of Home Affairs, Govt. of India, after bifurcation from BPR&D, based on the recommendations of National Human Rights Commission and Padmanabhaiah Committee on Police Reforms. The Gazette notification to this effect was issued by MHA vide its Order no. 25011/41/2001-GPA.II/PM-II on December 31, 2002. It is headed by Director-cum-Chief Forensic Scientist. It has six Central Forensic Science Laboratories under its control located at Chandigarh, Kolkata, Hyderabad, Pune, Guwahati and Bhopal.

It is proposed to fill up one post of Senior Scientific Officer Gr. I (Forensic Science) (Group ’A' Gazetted, Non - Ministerial) in Pay Level - 11 of the Pay Matrix (pre-revised pay band PB-3 Rs. 15600 - 39100/- with Grade Pay Rs.6,600/-) in the Directorate of Forensic Science Services, Ministry of Home Affairs. New Delhi on deputation basis.

Scale of Pay : Pay Level - 11 of the Pay Matrix (pre-revised pay band PB-3 Rs. 15600 - 39100/- with Grade Pay Rs.6.600/-)

Eligibility :  Officers under the Central / State Governments:
a) i) holding analogous posts;
Or
ii) with five years, service in posts in Pay Level - 10 of Pay Matrix (pre - revised Pay Band - 3 with Grade Pay of Rs.5,400/- or equivalent:
Or
iii) with eight years service in posts in Pay Level - 07 of Pay Matrix (pre - revised Pay Band - 2 with Grade Pay of Rs.4,600/- or equivalent; and
b) possessing the following educational qualifications and experience:


Essential:
i) Masters degree in Chemistry / Physics / Botany / Zoology / Bio-Chemistry / Forensic Science / Mathematics from a recognized University or equivalent.
ii) Seven years experience of analytical methods and research (evidence to be produced). Desirable:
i) Doctorate degree in any of the subjects mentioned vide Essential Qualifications (i).
ii) Experience in a Forensic Science Laboratory.
(Period of deputation including period of deputation in another ex-cadre post held immediately preceding to this appointment in the same or some other organization / department shall ordinarily not exceed 3 years.)

Duties and responsibilities:
1. Preparation and Monitoring of Plan Projects.
2. Monitoring Accreditation progress of the CFSLs and State FSLs.
3. Quality Assurance programmes in Forensic Sciences
4. Modernization of the FSLs under Police Modernization Scheme of MHA/ H.R.D.
5. Training Programmes as continuing educational programmes
6. Bilateral Cooperation programmes in Forensic Science with other developed countries.
7. Co-ordinate the forensic science academic programmes in Universities.
8. Initiate and monitor Extra Mural Research programme in forensic science.
9. To carry out other miscellaneous duties assigned by the Chief Forensic Scientist from time to time
