Hemvati Nandan Bahuguna Garhwal University was established as a State University vide U.P. State Government notification no. (10)/(865)/15/(75)(85)/64 dated 23 November 1973. It has a rare distinction of taking birth through a powerful popular movement during early seventies in last century. This movement symbolized the hopes and aspirations of the masses of the region of Garhwal for the development through the instrument of higher education. The people of this remote mountainous region agitated for opening a University at a small but historic semi rural town of Srinagar.

The council was created under the Ladakh Autonomous Hill Development Council Act 1995, following demands of Ladakhi people to make Leh District a new Indian Union Territory because of its religious and cultural differences with the rest of Jammu and Kashmir. In October 1993, the Indian Union Government and the Jammu and Kashmir State Government agreed to grant Ladakh the status of Autonomous Hill Council. The council came into being with the holding of elections on 28 August 1995

CENTRAL DRUGS STANDARD CONTROL ORGANIZATION, Under the Drug and Cosmetics Act, the regulation of manufacture, sale and distribution of Drugs is primarily the concern of the State authorities while the Central Authorities are responsible for approval of New Drugs, Clinical Trials in the country, laying down the standards for Drugs, control over the quality of imported Drugs, coordination of the activities of State Drug Control Organisations and providing expert advice with a view of bring about the uniformity in the enforcement of the Drugs and Cosmetics Act.

Central University of Kashmir (formerly known as the Central University of Jammu and Kashmir) was established in March 2009 with the appointment and joining of Prof. Abdul Wahid Qureshi , a noted academician and the former Vice Chancellor of University of Kashmir, as the First Vice Chancellor. The administrative office setup at 101, Baghi-Hyder, Hyderpora in May, 2009 started functioning with a skelton staff engaged on deputation/ contract basis.

As a part of CSIR Integrated Skill Initiative, CSIR-IIIM, Jammu is offering several skill development courses for diploma holders, graduates, people from industries in various disciplines of Biological and Chemical sciences.  Basic Knowledge generation, hands on experience in operation and maintenance of sophisticated equipments are the highlights of the course.  The main aim of these courses is to create the high-quality skilled workforce relevant to current and emerging industry need in the S&T sector through training/skilling in diverse areas at different National Skill Qualification Framework (NSQF).
