Jail, which is also known as prison, is a place used for the detention of prisoners.  To maintain the administrative arrangement in the Jails of Chhattisgarh, Jail Superintendents are posted in the Central Jails and District Jails. Medical Officers are posted as a Superintendent in Sub Jails.

The Department of Health & Family Welfare is under the portfolio for the State Health Minister. However, the executive decisions pass through the chain of Chief Secretary and Secretary Health. There are five main directors under the direct control of the Health Secretary. The Director, SHRC in his additional technical support to the Department of Health and Family Welfare. Mission Director, NRHM is the principal authority for the tasks related to the mission. Director AYUSH is concerned with strategic planning activities of Indian systems of medicine such as Ayurveda Yoga, Unani, Siddha and Homeopathy and concerned with mainstreaming of AYUSH.

In March, 2002, RCH Society, Chhattisgarh and the Regional Office (Raipur) of ActionAid India Society (AAI) executed a Memorandum of Understanding. The MoU was signed in the context of European Commission and Sector Investment Programme (SIP). The State Health Resource Centre, Chhattisgarh was founded as additional technical capacity to the Department of Health & Family Welfare, Chhattisgarh and as a state-civil-society body whereas the ActionAid's role was to coordinate civil society organisations in setting up such a body. During the following two years the initial team was put together and the institution was made able to stand on its own. Since 2004 the SHRC has been functioning as a fully autonomous institution.

Raipur District is situated in the fertile plains of Chhattisgarh Region. This District is situated between 22o 33' N to 21o14'N Latitude and 82o 6' to 81o38'E Longtitude. The District is surrounded by District Bilaspur in North, District Bastar and part of Orissa state in South, District Raigarh and part of Orissa state in East and district Durg in West. The district occupies the south eastern part of the upper Mahanadi valley and the bordering hills in the south and the east. Thus, the district is divided into two major physical divisions, Viz., the Chattisgarh plain and the Hilly Areas.
