The ECHS Central Organisation is located at Delhi and functions under the Chief of Staff Committee (COSC) through AG and DGDC&W in Army HQ. The Central organisation is headed by Managing Director, ECHS, a serving Major General. There are 28 Regional Centres ECHS and 426 ECHS Polyclinics. ECHS is also an attached office of Dept of Ex-Servivemen Welfare (DoESW), Ministry of Defence (MoD) as are Directorate General Resettlement(DGR) and Kendriya Sainik Board (KSB).

NIAB, an autonomous institute under the aegis of the Department of Biotechnology, Ministry of Science & Technology, Government of India, is aimed to harness novel and emerging biotechnologies and create knowledge in the cutting edge areas for improving animal health and productivity. National Institute of Biomedical Genomics (NIBMG) Kalyani is an Institute of Government of India, Ministry of Science & Technology, Department of Biotechnology. In concordance to the Governments plans to promote digital transformation and in a bid to facilitate delivery of patient centric services, AIIMS, Rishikesh initiated digital transformation. Taking a mini step towards it, online registration system portal was started in 2015.
