Job Description
Under the general supervision of the DDG-TB, MoH&FW, GoI, and direct supervision of Additional Deputy Director General (Central TB Division) and technical guidance of Officers of the WHO India, the National Consultant – Drugs & Logistics (NC-DL) shall be responsible for the day-to-day management of the Procurement & Logistics function, and ensure timely actions for Procurement and Supply of drugs and to execute the responsibilities discussed below.
Key Roles and Responsibilities :
(1) Provide technical support to the NTEP of the Government of India for the Procurement of quality Anti-TB Drugs and Diagnostics, under all the funding streams;
(2) Review, create requisitions, plan orders and manage approval process;
(3) Transmit and prioritize approved purchase orders and process to complete the supporting documents to supplier;
(4) Track orders acknowledgement, prepare and communicate shortage and backlog reports, and provides visibility of possible interruptions;
(5) Track orders and confirm system lead times, delivery dates, and costs;
(6) Ensure orders conform to supplier agreements and contracts, report non-conformities;
(7) Provide effective and result oriented liaising (on behalf of the programme as and when authorized), with the Procurement Agents (Global Drug Facility, the International Dispensary Association, RITES etc.), vendors, the consignees and all the stakeholders on behalf of the programme on the Procurement and Supply Management issues, ensuring adherence to the delivery schedule, Quality Compliance of the drugs and monitoring supply chain;
(8) Facilitate and finalize the annual forecasting of all the anti-TB Drugs, accessories and any other health goods for the programme based on the methodical calculations in commensuration with the availability of existing stock, consumption pattern for ensuring uninterrupted logistic supplies based on the policies and Standard Treatment Guidelines of the NTEP;
(9) Provide technical support for preparation and compliance of the requirements under Procurement and Supply Management (PSM) plans of the donors, Government of India; Facilitate all the documentations under the provision of Indian Law (Customs Duty Exemption, Excise Duty Exemption, road permits, Free Goods Distribution certificate, Assistant Drug Controller certificate) wherever necessary;
(10) Ensure timely receipt and relevant analysis of periodical reports from the districts, states and the GMSDs on the progress of the supplies, stock on hand, possible expiries, danger of stock out etc., and to provide promotive and preventive action that may be needed on every issue in the overall interest of the Programme;
(11) Provide technical support for identification, procurement and engagement of various consultancy services that NTEP might need from time to time;
(12) Provide monthly report/or any periodicity as may be needed in the prescribed format on the achievements, challenges and suggestions to Central TB Division with a copy to WHO INDIA on the relevant areas of functioning;
(13) Any other related duties and responsibilities that may be assigned by the Programme Manager for the Procurement and Logistics Management of anti TB Drugs and other logistics of the Government of India.
Candidate Profile
Qualification : (1) Applicants must have PG Degree/ Diploma in Materials Management/ Supply Chain Management or Master’s in Business Administration or equivalent from a recognised university.
(2) Degree / Diploma in Pharmacy recognised by the Pharmacy Council of India, or any other National Agencies will be an added advantage.
Experience : (1) Minimum five years of progressive experience in supervision and monitoring of procurement and supply chain management of health goods preferably drugs;
(2) Association with National Programmes of the Government of India with special reference to supply of health goods and drugs.
(3) Experience in handling TB Drugs and various national stocking points of pharmaceutical products.
Skills and Competencies : Excellent knowledge of spoken/ written English and local language (Hindi).

Nature of Appointment/ Contract Duration
(1) The candidate selected shall be on the rolls of SAMS, a respected HR Agency providing HR resources under third-party payrolling arrangements to WHO and other multilateral agencies, for the execution of government projects in India;
(2) SAMS shall issue short-term, project-specific, employment contracts to selected candidates, for a maximum period of one year or less, coinciding with the period of the payrolling contract issued by the Client. Employment contracts may be renewed for specified periods thereafter, subject to satisfactory performance, requirement and project continuation;
(3) The conditions of employment shall be the same as that of project staff engaged on a contractual basis;
(4) Candidates appointed, as above, shall have no right to claim regular employment from SAMS, the Government, or WHO, or continuation of her/his services, under any other project;
