National Health Systems Resource Centre (NHSRC) has been set up under the National Rural Health Mission (NRHM) of Government of India to serve as an apex body for technical assistance. Established in 2007, the National Health Systems Resource Centre's mandate is to assist in policy and strategy development in the provision and mobilisation of technical assistance to the states and in capacity building for the Ministry of Health and Family Welfare (MoHFW) at the centre and in the states.The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and sub-district levels through specific capacity development and convergence models.
Post: Consultant – Public Health (RRC-NE)
Key deliverables:
(i) The consultant will be responsible for the roll out and implementation of various National health programs rolled out by MoHFW in the NE States
(ii) Planning action oriented monitoring visits of the districts and States using the current baseline data from HMIS/MCTS/ District Health Action Plans to bring the positive changes on NHM indicators
(iii) Monitoring of programmatic and financial aspects of the NHM like usage of untied funds, AMGs, VHSNCs, RKS services, decentralized planning on PIP
(iv) Sharing the monitoring feedback with the concerned facilities (SC/PHC/CHC) and district officials within the time frame. Ensuring that the feedback is discussed in the monthly program review meetings of these facilities
(v)Consultant should be spending not less than three days in one district and not less than 10 – 15 days/month in the field to ensure quality improvement in the NHM indicators. Consultant will be sharing a written feedback report with the concerned district officials based on the visit observations and status
(vi) Upon approval of these reports, forward the same to the State/ District CMO
(vii) Consultant will meet state program team at least once in a quarter to follow up on the monitoring feedback of the visited facilities
(viii) Consultant will be working as a point person for the districts/ State and provide their inputs in the review meetings of the NHM/ Ministry
(ix) He will work in specific assignments of the MoHFW & NHSRC like Model Health Districts, Death Reviews, improving technical protocols etc.
(x) Undertake any such other assignments which may be assigned from time to time by Director – RRCNE
Eligibility and Qualifications
Essential:
(i) Masters in Public health or Community health or Health administration preferably with a degree in Medical/Dental/AYUSH/Nursing/Pharmacy
(ii) PG diploma in Public Health/Health Administration
(iii) At least 2 years post qualification experience for those with PG degree, 3 years for Diploma holders in Health Systems Research or in Planning and implementation of service delivery
(iv) Excellent communication skills – oral & written
(v) Demonstrated managerial skills and be able to lead a team
(vi) Proficiency in MS office package
Desirable:
(i) Demonstrated experience in planning and strategy development with policy and / or demonstrated experience in operationalising health programme at field level / working in strengthening district level health systems
(ii) Published work in the area of health systems or public health would be an added advantage
Age Limit: 40 years or below with willingness to travel
