The State of Uttarakhand came into existence on 09th November, 2000 under the Reorganisation of Uttar Pradesh Act 2000. The Uttarakhand Public Service Commission was Constituted under the provisions of the Article 315 of the Constitution of India by the Governor of Uttarakhand vide Notification No. 247/1Karmik 2001 dated 14 th March, 2001. The Commission came into existence on 15 May, 2001. The sanctioned strength of the Commission is the Chairman & the Six Members. The working of Uttarakhand Public Service Commission is regulated by the Uttarakhand Public Service Commission Procedure and Conduct of Business Rule 2013{ Framed by the Lok sewa Ayog Uttarakhand under section 11 of U.P. State Lok sewa Ayog (Prakriya ka viniyaman) Adhiniyam, 1985 Uttarakhand Anukulan awam Upantaran Adesh, 2002.

Nature of post : Gazetted, temporary, with contributory pension, Group 'B'.
Educational Qualification
(1) B.Pharma or equivalent degree with first class from a recognized University/Pharmacy Institute.
(2) Knowledge of Hindi.
Preference will be given to such candidate who possesses the following qualification.
(i) Post Graduate Degree in the relevant subject.
(ii) Passed GPAT (Graduate Pharmacy Aptitude Test) examination.
(iii) One year industrial or academic experience.
Note : Experience of only Government/Government aided educational institutions/Public Undertakings or Limited Organizations will be accepted and will be counted only if the candidate has acquired the prescribed educational qualification.
Preferential Qualification
After educational qualification, the preferences will be taken into consideration in their order and in case of equal preferences, such candidate will be given preference in case of direct recruitment in order, who-
(i) has served in the Territorial Army for a minimum period of two years, or
(ii) has obtained 'B' or 'C' certificate of National Cadet Corps (NCC).
Age Limit : Minimum age limit 21 years, Maximum age limit- 42 years

Decisive date of age calculation : The minimum age of the candidate should be 21 years and maximum 42 years on the decisive date of age calculation i.e. 01 July 2024. That is, the candidate should not be born after 01 July 2003 and before 02 July 1982.
Relaxation in maximum age limit : For candidates of various categories / sub-categories, relaxation in the upper age limit will be permissible as per their reservation category and sub-category as per the Government orders issued from time to time by the Government of Uttarakhand and currently in force.
(i) For Uttarakhand Scheduled Caste / Scheduled Tribe / Uttarakhand Other Backward Class, relaxation of 05 years in the maximum age limit is permissible by Government Order No. 1399/XXX(2)/2005, dated 21 May, 2005.
(ii) For the dependents of freedom fighters of Uttarakhand, relaxation of 05 years in the maximum age limit is allowed by Government Order No. 1244/ XXX(2)/2005, dated 21st May, 2005.
(iii) For the disabled candidates of Uttarakhand, relaxation of 05 years in the maximum age limit is allowed by Government Order No. 1244, dated 21st May, 2005 for the posts of Group "A" and "B". (iv) According to Government Order No. 17/2/1981-Personnel-2, dated 28th February, 1985,
Former servicemen of Uttarakhand, including emergency commissioned officers/short service commissioned officers of the Army, and commissioned officers who have served for at least five years in the Army, relaxation of up to five years from the prescribed maximum age limit will be given on the basis of service period. This relaxation will also be admissible to those soldiers/officers who are due to be released within a period of six months but will not be admissible to the following-
(a) Those who have been dismissed on account of misconduct or inefficiency,
(b) Those who have been released on account of physical unfitness or disability which is considered a defect in the military service.

Note
1. Candidates of Uttarakhand freedom fighter's dependent/Uttarakhand women/Uttarakhand ex-servicemen/Uttarakhand skilled sportsperson belonging to any class or category, such as unreserved category or Scheduled Caste or Scheduled Tribe or Other Backward Class category or Uttarakhand economically weaker section, will have to pay the prescribed fee for the same class/category.
2. As per Uttarakhand Government Order No. 1673/XXX (2)/2010, dated 10 November, 2010 and Government letter No. 232/XXX(2)/2018/30(05)/2014 dated 26 September, 2018, exemption in application fee will be allowed for Divyangjan candidates suffering from disability for the advertised posts, but processing fee of Rs. 22.30 including tax will be payable.
3. In case a candidate applies for more than one post, separate application fee will be payable for each application.

General Instructions
(1) Candidates are cautioned to apply and appear in the examination only after being fully satisfied that they fulfil all the conditions of the advertisement/examination.
(2) The Commission does not give any advice to the candidates regarding their eligibility. Therefore, candidates should study the advertisement carefully and apply only when they are satisfied that they are eligible as per the conditions of the advertisement. They should carefully study the syllabus published at the end of the advertisement. No fee will be refunded in cases of applications rejected on the grounds of being overage, underage, ineligible on the grounds of educational qualification or violation of rules, procedure etc.
(3) Candidates applying for the examination should ensure that they fulfil all the eligibility conditions for admission to the examination. Their admission at all the stages of the examination will be purely provisional. Mere issue of Admit Card to a candidate will not imply that his/her candidature has been finally confirmed by the Commission. If at any stage it is found that the candidate was ineligible or his/her application should have been rejected or was not eligible to be accepted at the initial stage, his/her candidature will be cancelled and even if he/she is finally selected, the recommendation of the Commission will be withdrawn.
(4) No change in the details mentioned by the candidate in the original application form will be permissible under any circumstances.
(5) Candidates should ensure that their signatures at all places in their application form, attendance list etc. and in all correspondence with the Commission should be identical and there should not be any variation in them. If any variation is found in the signatures made by the candidates at different places, the Commission can cancel his candidature.
(6) The candidature of those candidates who are not found eligible as per the terms of the advertisement will be cancelled and they will not have any claim for admission in the examination. The decision of the Hon'ble Commission regarding the candidature/qualification/eligibility of the candidates will be final.
(7) Candidates working under Central or State Government / Public Establishment are required to inform their service employer for departmental No Objection Certificate before filling the online application form and the candidate will have to submit the "No Objection Certificate" issued by the service employer when asked by the Commission in due course during the selection process.
(8) If a candidate does not deposit the prescribed fee or deposits less than the prescribed fee, his application form / candidature will be rejected. The fee deposited for the written (main) examination will not be refunded under any circumstances.
(9) Candidates will have to answer the questions themselves in the examination. Arrangement of Shrut Lekhak will be permissible as per the guidelines (Appendix-6) regarding providing Shrut Lekhak and other facilities to Divyangjan candidates approved by Uttarakhand Public Service Commission in compliance with Government Order No. 374 (1)/XXX(2)/2019-30(5)/2014, dated 20 November, 2019. Disability less than 40 percent Guidelines regarding providing dictation and other facilities to candidates holding the post are available at (Appendix-7).
(10) In all correspondence with the Commission, candidates must mention their name along with the name of the advertised post/examination, advertisement number, date of birth of the candidate, father/husband's name, registration number and roll number (if mentioned).
(11) Admit cards will not be sent to the candidates by post but online admit cards will be issued on the Commission's website. Candidates will be able to download the admit card from the Commission's website on the basis of registration number and date of birth of online application. In this regard, a press release will also be published in the major daily newspapers of the state and on the Commission's website psc.uk.gov.in for the information of the candidates.
(12) As per the decision of Uttarakhand Public Service Commission, any candidate giving wrong facts in his application form which cannot be confirmed on the basis of certificates, can be debarred from all the upcoming examinations of the Commission and criminal punitive action can also be taken against him.
(13) Candidates are not allowed to use photo camera, mobile phone, pager, scanner pen, Bluetooth device, watch or any other type of communication device or any other electronic device during the examination in the examination center premises. If they are found violating these instructions, then other action can be taken against them including debarment from appearing in this or all the examinations conducted by the Public Service Commission in future. Candidates are advised in their own interest not to bring any prohibited material including photo camera, mobile phone, pager, scanner pen, watch or any other type of communication device or any other electronic device to the examination center.
(14) Unfair means strictly prohibited: No candidate shall copy or cause to be copied from the answer sheet of any other candidate or give or attempt to give or obtain or attempt to obtain improper assistance of any description.
