Directorate General of Health Services (DGHS) is attached office of the Department of Health & Family Welfare and has subordinate offices spread all over the country. The DGHS renders technical advice on all Medical and Public Health matters and is involved in the implementation of various Health Services.
Applications are invited from eligible candidates for appointment by the Composite Method [Deputation (including short-term-contract) plus Promotion] to the post of Director, Group ‘A’, Level 13 (Rs. 1,23,100 - 2,15,900) in the Regional Drugs Testing Laboratory, Guwahati, Central Drugs Standard Control Organisation, Directorate General of Health Services, Ministry of Health & Family Welfare.

The pay and other terms and conditions of deputation (including short-term-contract) will be regulated in accordance with DOPT’s O.M. No. 6/8/2009-Estt.(Pay-II) dated 17.06.2010 as amended from time to time. Cadre authorities/Heads of Department are requested to forward applications of eligible and willing candidates whose services can be spared for appointment to the post by the Composite Method [Deputation (including short-term-contract) plus Promotion] so as to reach Shri D N Sahoo, Deputy Secretary (Drugs), Ministry of Health & Family Welfare within 45 days from the date of publication of this advertisement in the Employment News. Method of recruitment : Composite Method [(Deputation (ISTC) plus Promotion]
Eligibility Criteria
Officers under the Central/ State Governments/ Union Territories/ Recognized Research Institutions/ Universities/ Public Sector Undertakings/ Semi- Government/ Statutory or autonomous organisations:-
(a)(i) holding analogous post on regular basis in the parent cadre/ department; or (ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in Level 12 or equivalent in the parent cadre/ department; or
(ii) with ten years’ service in the grade rendered after appointment thereto on a regular basis in Level 11 or equivalent in the parent cadre/ department; and (b) possessing the following educational qualifications and experience:-
(i) Master’s degree in Pharmacy or Biotechnology or Chemistry or Biochemistry or Pharmaceutical Chemistry or Pharmacology or Microbiology of a recognized University/Institute
(ii) 10 Years’ experience in testing of drugs/cosmetics.
Desirable:
(i) Doctorate degree in the relevant subject from a recognized University/ Institute;
(ii) Scientific publication(s) related to Drug analysis/ Drug Testing in reputed national or international scientific journals.
Note: 1.The Deputy Director in RDTL Guwahati in Level 11 in the pay matrix with 10 years of regular service and possessing the EQs and experience prescribed for deputationists will also be considered along with outsiders and in case if he/she is selected for the post it will be deemed promotion.
Note:2– The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.

LIST OF DOCUMENTS TO BE SENT ALONG WITH THE APPLICATION
1. Application in prescribed format – Annexure II duly filled in and signed by the candidate and countersigned with seal by the Cadre/Appointing authority.
2. Attested copies of APAR/ACRs for the last 5 (five) years duly attested on each page by an officer not below the rank of Under Secretary to the Government of India.
3. Integrity Certificate
4. Vigilance Clearance Certificate
5. Statement of major or minor penalties, if any, imposed on the officer during the last 10 years of service.
6. A certificate to the effect that the particulars furnished by the candidate have been verified and found correct as per service records.
7. Cadre Clearance Certificate.
