WHO is the United Nations’ specialized agency for Health. It is an inter-governmental organization and works in collaboration with its member states usually through the Ministries of Health. WHO’s objective is the attainment by all people of the highest possible level of health. WHO's Secretariat is staffed by health professionals, other experts and support staff working at headquarters in Geneva, six regional offices and country offices.

Underlying Values and Core Functions of WHO
All the Member States of WHO South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The seven point global health agenda contained in WHO's Eleventh General Programme of Work
(2006-2015) includes: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability.
WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends. The South-East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and
vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.
Mission of the WHO Country Office for India
Within the framework of WHO's Country Cooperation Strategy the mission of the WHO Country Office is to support India in : (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.
Purpose of the Position:
To provide technical support to WCO India Office in strengthening programme monitoring and evaluation (M&E), surveillance and information management, ensuring continuous availability and the use of reliable data for decision-making, at all levels of the programme.
Description of duties:
Under the overall guidance of WR and direct supervision of NPO (Administration) the incumbent will perform the following responsibilities:
(1) Assist in all technical components of project formulation and project implementation;
(2) To support the WR in the biennial corporate planning exercise by providing strategic analyses and overviews, including recommendations on Programme Budget development; development of human resources plan, etc. within the context of the results-based framework;
(3) To provide WR with analyses of Programme Budget implementation and its implications throughout the biennium, to evaluate progress against objectives, and compile data and prepare reports and recommendations for WCO India for the implementation of critical performance measures necessary to maintain programme budget delivery targets throughout the biennium.
(4) To access progress, to consolidate evaluation reports for the end of biennium performance assessment, identifying corporate achievements, lessons learnt pitfalls and required actions.
(5) Develop a comprehensive plan for monitoring and evaluation in high risk areas, ensuring that an effective and participatory system is established, in as decentralized a manner, as possible;
(6) Develop and test instruments for supportive supervision and monitoring;
(7) Assist in the implementation of the health management information system and to review its status from time to time.
(8) Develop formats, log frames and matrices for monitoring and evaluating program implementation in collaboration with counterparts and IT specialist and develop or refine indicators for different programmes;
(9) Assist in the development of methodology for mid-term evaluation;
(10) Evaluate results of specific reports on computerized management information system and integrate these into planning and project implementation;
(11) Assist staff and implementing partners in preparing their progress reports and analyze these reports in terms of problem and actions needed;
(12) Any other duties as assigned by the WR.

Education:
Essential:
Post Graduate qualification in Preventive Social Medicine/ Community Medicine/ Public Health;
Skills:
Analytical thinker, capable of rigorous analysis of data producing strategic results with clear and influential presentation. Ability to respond proactively to the organizational environmental and provide analyses to a variety of stakeholders and perspectives.
Sound computer skills. Ability to coordinate, monitor, advice and cooperates with the national authorities and associated partners and donors. Demonstrated competence in managing multitasking and a broad range of priorities. Ability to foster collaborative relationships with co-sponsors, donor partners and civil society organizations. Strong interpersonal skills.

Experience:
Essential:
Three years of work experience in the area of specialization, of which at least one year should be in public health programmes;
Desirable:
Applicants should be familiar with the functioning of National Health Programmes and have exposure to Health Management Information Systems.
Languages:
Essential: Excellent knowledge of written and spoken English and knowledge of Hindi.
Desirable: Knowledge of other languages an asset.
Additional Information:
This Position is subject to local recruitment and will be filled by an Indian national.
