JOB DESCRIPTION
Position Overview: 
•  Manage and enhance the Quality, Safety & Environment (QSE) function in full responsiveness to business needs of CPS Plant while striving to ensure the company’s policies and procedures are enforced and adhered to, for concentrates and beverage bases manufacturing to achieve highest quality products. 
•  Ensure full compliance with TCCC safety, occupational health and environment and food safety policies as well as with local regulatory requirements pertaining to safety, food safety and environment in the country where the CPS Plant does business. 
•  Lead the CPS Plant in implementation and certification of KORE/ISO systems, and ensure associates capability enhancement to adapt to the complexity in operation. 
•  As the member of leadership team in the Plant, set BP targets for the Plant, and track, measure and analyse Plant KPIs for QSE and ensure corrective and preventive actions are taken to achieve the BP targets. 
•  As the member of CPS Asia QSE Core Leadership Team, set BP targets for CPS Asia QSE, and track, measure and analyse CPS Asia QSE KPIs and drive “One team CPS Asia QSE” culture to ensure full compliance and governance across the plants in CPS Asia supporting to achieve the BP targets for Asia. 
•  Additional responsibility as the regional lead for a QSE work-stream in CPS Asia, on top of the Plant QSE Manager role, to lead the global and regional QSE projects and initiatives across the plants in CPS Asia.

Strategy: Set the strategic direction and annual BP for QSE function within CPS Plant aligning with CPS Asia/Global QSE:     

  • Develop QSE Goals with business needs. Design and develop plant strategies to achieve BP targets for QSE goals and objectives for CPS Plant, working closely with CPS Asia QSE.     Lead the development and execution of the strategy to create and lead the processes, operating models, designs to enable our System for effective implementation of the quality, food safety and EOSH objectives. 
  • Review and analyze the effectiveness of the QSE system through tracking of the key performance indicators and develop plans for improvement.  Ensure all the BP targets of Tier 1, 2 & 3 metrics such as TDQ, PDR, LTSIR, TIR, water usage ratio, energy usage ratio are achieved.    
  • Guide and direct development of programs and procedures for zero defect manufacturing and governance on adherence. Implement consistent value and quality driven management routines in the plant, assess and increase processes quality capability to meet KORE and regulatory standards.    
  • Provide support and leadership to achieve the BP targets for MUV, OH per part, parts per FTE, value creation targets and new product on time introduction.    
  • Governance & Metrics for process, productivity and quality improvement.

People & Infrastructure Capability Management :     
* Participate in PDF process for CPS Plant associates including QSE Associates, as a member of Plant LT.    
* Support QSE team members to develop and improve self in their capabilities, capacities, leadership and competences, working closely with CPS Asia QSE.    
* Support associates capability development through planning, scheduling of training and regular updates on new policies and changing requirements.     Drive a QSE work-stream team in Asia to deliver the projects and initiatives across Asia allocating the right resources in the right work scopes.    
* Review and develop Lab capability and Infrastructure to align with Global Lab strategy.    
* Review and develop CPS Plant QSE CAPEX plan aligning with Asia & Global QSE strategies.

Implementation of Governance and Program Management:     
- Implements new test procedure, test equipment’s by proper investigations and validating alternate proposals and recommendations.    
- Review of critical control points and ensuring these are effectively controlled in manufacturing process.    
- Lead a cross functional teams in the plant which includes Production, supply chain, procurement, QA,HR, Finance, Admin to implement the system and EOSH requirements (ISO 9001, ISO 14001,ISO 18001,FSSC 22000,ISO/IEC 17025 and KORE, as well as Halal where applicable).  Ensuring all the certifications/audits planned for the year are achieved.     Be well versed with SAP-QM module and Laboratory Management systems. Maintain Master data and BOM with 100% accuracy. Ensure usage of active formulation & COSD as per database.    
- Design development of program for protecting the confidential information in the Plant. Accountable for protecting the master formula, formula notes and bill of material as per corporate policies    
- Obtaining consents as required by regulatory authorities and ensure compliance to consent conditions as required by regulations.    
- Brainstorm ideas and collaborate with CPS Asia/other CPS plants/certification agencies on implementation of requirements effectively. Share best practices for implementation of SMS/EMS across the system.     - Lead to develop protocol for validation new methods, technology and process in manufacturing (critical to have the knowledge of chemistry, food science and their application to the beverage industry, advanced analytical instruments, statistical process control, method validations, measurement of uncertainty and data interpretation etc.)    
- Ensure products manufactured and shipped is “fit for use” and meeting company’s and local regulatory requirements.
- Continuously monitor requirements with local regulations related to quality, S&E, food safety, and assure that plant is in compliance with all the requirements, ensuring compliance with the local regulatory requirement, in terms of licensing, the ingredients/materials in use and all the manufacturing processes.    
- Lead and encourage the team in exhibiting best in class GMP. Brainstorm ideas and collaborate with Corporate/other CPS plants/certification agencies on implementation of Best in Class practices.    
- Continue to implement always-audit-ready-culture, management systems and practices. Implement standardized CAPA program and internal audit program.

Ensure Compliances and drive Continuous Improvement:      
* Strategically review to retain and improve QSE function knowledge/skills.     Review and monitor new laws and regulations, conduct gap analysis to comply with new requirements, in connection with BU SRA and Legal.    
* Lead communications between the customers, CS and Operations team on any quality and safety related issues to address.    
* Lead communications between regulatory bodies, Corporate/Asia, BU, and any Certification bodies related to licensing and certifications.    
* Facilitate replication of best practices and adoption of standard through a defined communication programs with outside stakeholders.    
* Lead and implement BBS and Zero Accident Culture in the operations, observing and monitoring trends of accident frequency and severity rates and removing the obstacles.    
* Develop and implement permanent fix through improvement in documentation, processes and equipment.    
* Lead the projects and initiatives for value creation within QSE areas (thru EJT) to drive continuous improvements not compromising food safety and quality. 

Others as Risk Management:     
- Pro-actively work with stakeholders to identify and mitigate risk through process definition and various risk reduction methodologies.    
- Manage significant India supply (IMCR) issues, as required, thru Risk Management & Business Continuity Plan.

 COMMUNICATION COMPLEXITIES:      

  • Work from a CPS Plant in Asia virtually aligning with and reporting to QSE Director in CPS Asia, and collaborate with CPS Plant QSE Managers in Asia as required.    
  • Collaborate with all functional leads in CPS Plant and the key stakeholders pro-actively to deliver the customer satisfaction with quality products in the Plant.    
  • Engage supply management, operations, logistics, warehousing and engineering to identify opportunities for value creation, set priorities and ensure execution to targets.    
  • Frequent interaction with Plant Manager, BU Technical QA/Commercialization & SRA, Asia QSE Director, Global Work-stream or project leads, and Global QSE Director to ensure deliverables achieved.     Provide CPS Plant and CPS Asia QSE team with leadership to support problem solving as per global policy, standards and governance on quality, aligned with KORE.    
  • Lead significant levels of change management and associated communication across internal and external parties (includes suppliers and authorities).    

 ANALYSIS:     

  • Analytical thinking – summarize information available from current state, metrics or known best practice. Identify the options and resources, costs and timelines required to execute.
  • Provide direction on best option and removing barriers to enable execution.    
  • Problem solving – identify root causes in current state, metrics and specific issues (food safety and quality issues, non-compliances with requirements, supplier failures, process failures, non-compliances with environmental or safety requirements, resource capability gap, etc.), and recognize the business risk from the root causes and collaborate with teams to generate sustainable corrective action plans and solutions.    
  • Relationship management – building and maintaining effective relationships, identifying and settling issues as they occur with external and internal stakeholders.     
  • Require financial and business acumen to analyze a broad range of inputs and make the best business decision.    
  • Creative thinking to identify the right quality strategy and priorities to ensure success in QSE areas.    
  • Collaboration with customers and suppliers to identify solutions that support E2E business requirements and improvements.

JUDGMENT AND DECISION MAKING:      

  1. Be accountable for recommending and executing decisions across CPS Plant and CPS Asia that impacts all areas of food safety and quality of BBs and Concentrates.    
  2. Provide Plant and CPS Asia QSE with strategic thinking and decision making on the priorities for compliances and governances over Quality, Integrity, Safety, and Sustainability.    
  3. Develop and maintain collaborative working relationships with stakeholders at all levels in CPS and related functions, especially in the CPS Asia QSE Work-stream team.    
  4. Support a culture of continuous improvement. Define standards for ingredients, packages, formulas, processes, tools, capability and metrics.     
  5. Work collaboratively with stakeholders, set and manage QSE BP priorities and targets for CPS Plant and CPS Asia.    
  6. This position works closely with Senior Management (Plant, CPS Asia & Corporate LT) and Plant associates in providing Quality, Safety & Environment recommendations to comply with the requirements.    
  7. Interactions include, but not limited to:

  • Manufacturing Team, Supply Chain Team, Engineering Team, OE, Finance & HR in the Plant (coordinate with plant associates for Quality, Safety & Environment compliances)

  • Local Government Authorities for Food Safety (FDA), Occupational Safety and Environment compliances, and Religious Authorities (where required)

INNOVATION:  
As Business Owner for QSE in the CPS Plant, lead the work required to:      Identify opportunities for continuous improvement in QSE and Operations activities/processes.    
Work with key stakeholders to ensure quality, safety and integrity of products to always comply with the company standards and with local regulatory requirement without a failure.    
Provide governance to enable continuous improvement and productivity within standard framework of quality, safety and environment    
Continue to drive innovative improvements to manufacturing processes and analytical methods to ensure they deliver raising the bar in the standards, improving business results, better utilization of resources, etc.

QUALIFICATIONS / COMPENTENCIES / SKILLS:      

  • Minimum 7-10 years in food manufacturing or pharmaceutical company in similar positions – managing Quality, Safety & Environment.    
  • Should have solid knowledge of chemistry, food science and their application to the beverage industry, advanced analytical instruments, statistical process control, method validations, measurement of uncertainty and data interpretation etc.    
  • Thorough knowledge and understanding of Food Safety requirements of local regulations.    
  • Good knowledge of Central and local Govt. regulatory requirement related to Environmental and Safety, auditing and problem solving skills.    
  • Solid technical knowledge and skills in Safety and Environment. Knowledge on BBS, Risk Assessment and MSDS.   

RELATED EXPERIENCE REQUIREMENTS/ QUALIFICATIONS:      

  • 7-10 years of relevant Technical or manufacturing experience in a multinational food or pharmaceutical environment, 3 of those years at least must have been in a managerial role in the Plant.    
  • People management experience in a virtual working environment or exposure to working with global and/or regional project teams is preferred.    

PREFERRED QUALIFICATIONS:     

  • Degree in a scientific discipline is required.    
  • Postgraduate qualification in Science (Chemistry, Food Science, Pharmaceutical Science) is preferred. May be substituted with relevant work experience.    
  • Business acumen is required to drive continuous improvement in the system.
